L3Harris is seeking a proactive, detail-oriented Pricing Specialist, Program Controls to support both proposal pricing activities and program financial execution. This role will partner closely with Finance, Program Management, Contracts, Supply Chain, Engineering, and Business Development to develop compliant, competitive proposals while also supporting program controls activities during contract execution.

The ideal candidate will have experience in government proposal pricing, cost analysis, and program financial management, with the ability to work in a fast-paced environment and manage multiple priorities. This position requires strong analytical capability, sound business judgment, and the ability to communicate effectively across all levels of the organization.

This role is responsible for supporting all phases of the proposal lifecycle, including interpreting solicitation requirements, developing pricing inputs and cost volumes, ensuring compliance with applicable regulations and company policies, and supporting fact-finding and audit activities. In addition, this position will support program controls functions such as forecasting, variance analysis, earned value support, and financial performance monitoring for awarded programs.

Essential Functions:

• Review Requests for Proposal (RFPs), Statements of Work (SOWs), and related customer requirements to develop compliant pricing approaches.
• Develop cost/price proposals in compliance with solicitation requirements, company policies, FAR, DFARS, CAS, and applicable estimating system requirements.
• Coordinate with cross-functional teams to collect, validate, and consolidate pricing inputs, assumptions, and basis of estimate documentation.
• Support development of pricing models, cost narratives, management review charts, and cost/price volumes for government and commercial proposals.
• Ensure use of current approved rates, factors, escalation assumptions, and cost buildup methodologies.
• Assist with proposal reviews, executive gate reviews, fact-finding, audit responses, and proposal revisions through contract award.
• Support negotiating teams by preparing analysis related to scope changes, pricing impacts, estimate updates, and customer questions.
• Maintain data integrity and support compliance with business system requirements, including adequate estimating system expectations.
• Perform ad hoc analysis, validations, and reconciliations related to proposal and program financial data.
• Support internal and external audits, including DCAA/DCMA requests where applicable.
• Participate in process improvement initiatives to enhance proposal quality, compliance, efficiency, and program financial visibility.
• Support program controls and program finance activities for awarded contracts, including:
  • financial forecasting
  • estimate-at-complete (EAC) development
  • variance analysis
  • cost performance monitoring
  • funding tracking
  • earned value support, where applicable
• Partner with Program Managers and Control Account Managers to monitor program financial performance, identify risks and opportunities, and recommend corrective actions.
• Prepare recurring and ad hoc financial reports.
• Assist in development and maintenance of Work Breakdown Structures (WBS), program baselines, and financial metrics.
• Other duties as assigned.

Qualifications:

• Bachelor’s Degree and minimum 4 years of prior relevant experience; or Graduate Degree and a minimum of 2 years of prior related experience; or in lieu of a degree, minimum of 8 years of prior related experience.
• 2+ years' experience with FAR, DFARS, and/or CAS as related to proposal pricing and government contracting.

Preferred Additional Skills:

• Experience supporting multiple contract types such as FFP, CPFF, CPIF, T&M, or OTA.
• Advanced proficiency in Microsoft Excel, including pivot tables, lookups, and financial model development.
• Strong written and verbal communication skills.
• Ability to manage multiple priorities and meet deadline-driven requirement.
• Prior aerospace and defense industry experience.
• Experience with ProPricer or other pricing/proposal software tools.
• Experience with earned value management (EVM) or earned value analysis.
• Understanding of GAAP, cost accounting principles, and indirect rate application.
• Experience with DCAA and DCMA audit support.
• Knowledge of proposal development processes, color team reviews, and executive review packages.
• Familiarity with cash flow analysis, ROS analysis, funding profiles, and billing milestones.
• Experience with financial analysis, forecasting, and variance reporting.
• Strong written and verbal communications skills and the ability to coordinate within the group and with external customers on areas of project responsibility.
• General analysis, problem solving, and innovation in assigned areas of responsibility.
• Ability to review, follow, and provide recommended improvements to documented procedures.

In compliance with pay transparency requirements, the salary range for this role in California is $76,500 - $141,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
