Job Description:
The Senior Specialist, Quality Engineering-Software is responsible for the design, development and implementation of Software Quality Assurance standards, methods and procedures for evaluating the accuracy of software products and services in compliance with contractual and regulatory requirements from contract review through maintenance activities. Performs independent internal audits on existing processes, products and services to verify compliance. Analyzes data collected from product and process nonconformities, discrepancies, and audits to identify risks and opportunities for improvement.
This role supports full software development lifecycle oversight from requirements definition through deployment and sustainment, ensuring compliance with contractual and organizational quality standards, with the primary objective of ensuring that every feature of the software solution is thoroughly tested and verified throughout the development lifecycle. This role requires a seasoned professional with extensive knowledge in software quality assurance and project management, capable of achieving operational targets with a moderate impact on departmental results.
Essential Functions:
- Analyze functional and design specifications to ensure a complete understanding of deliverables and the creation of a program quality plan
- Ensure products conform to company and regulatory standards.
- Reviewing all software engineering processes for conformance against internal/external standards. Ensure health and effectivity of the software engineering function.
- Identify test requirements from Conditions of Acceptance, design test coverage plans, and develop functional test cases and other artifacts such as test plans and summaries.
- Witness and evaluate manual test cases, report results, and facilitate test case reviews with cross-functional teams.
- Verify build procedures for technical accuracy, repeatability, and compliance with approved build instructions. Participate in software build verification activities, Software Configuration Control Board (SCCB) reviews, and ensure software releases meet contractual and program quality requirements prior to formal release.
- Advocate for quality and provide leadership on programs, developing and implementing quality plans, programs, and procedures using statistical quality control.
- Identify and escalate potential quality issues to Program leadership.
- Inform team and stakeholders of QA progress and emerging risks.
- Ensure validated deliverables meet functional and design specifications through various testing methods, including Functional, Regression, Performance, Stress, System Tracking Reports, and Endurance Testing.
- Isolate, replicate, report defects, and verify fixes through Exploratory and Usability Testing.
- Seek opportunities for quality improvement, including efficiency gains and expanded test coverage.
- Actively engage in Scrum meetings.
- Participate in gate reviews (e.g. software design review, test readiness review) to ensure all contractual obligations are met and ensure read across of lessons learned from other programs.
- Collaborate with engineering, customer, government representatives, vendor, and subcontractor representatives to ensure requirements are met.
- Apply methodologies such as Advanced Product Quality Planning, Predictive Quality, Process Failure Mode & Effects Analysis, problem-solving, and Lean Concepts.
- Ability to obtain and maintain a DoW security clearance.
Qualifications:
- Bachelor’s Degree in a related field (e.g., Computer Science, Electrical Engineering) with a minimum of 6 years of relevant experience, or a Graduate Degree with a minimum of 4 years of related experience. In lieu of a degree, a minimum of 10 years of relevant experience.
- Minimum of 3 years’ experience with C family programming languages.
Desired Skills:
- Proven experience in Software Quality Assurance, Configuration Management, and/or Software Testing.
- Strong statistical and analytical skills applied to quality improvement. Understanding of software lifecycle frameworks such as Waterfall, Agile / Scrum.
- Familiarity with Federal Department of War (DoW)/US Navy/Military (MIL) requirements and government contracting.
- Knowledge of lifecycle standards (ISO, defense).
- Excellent computer skills with strong proficiency in Windows™ and Microsoft Office™ suite (Outlook®, Excel®, Word®, PowerPoint®, Access®).
- Strong understanding of Government contracting requirements (e.g., FAR, ITAR) and knowledge of technology and regulatory challenges in Defense.
- Thorough understanding of AS9100, ISO 9001, or Navy T9001 requirements.
- Relevant project management certifications (e.g., Lean Six Sigma Green Belt, Scrum Master), ASQ Certified Software Quality Engineer.
In compliance with pay transparency requirements, the salary range for this role in California is $96,000 - $178,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
