Job Description:

L3Harris is seeking an outstanding and experienced Scientist, Senior Program Chief Engineer to support key programs and products within our Navigation Solutions (NS) business at L3Harris Interstate Electronics Corp (IEC) in Yorba Linda, CA. This position reports to the Director of Engineering for NS. The candidate will be a senior technical representative in collaboration with engineers, program management, and the customer. The Scientist, Senior Program Chief Engineer is the senior technical authority for the program and products and will drive technical, strategic, and tactical direction for their systems. The candidate must have deep and broad technical knowledge and leadership, preferably with experience in military GPS (M-code) and Assured Position Navigation and Timing (A-PNT) technology. Navigation Solutions products provide advanced military GPS, Anti-Jam systems, and other Assured Position, Navigation, Timing (A-PNT) capabilities in military embedded real-time systems that can be used in weapons, ground, airborne, maritime, and space environments.

Essential Functions:

  • Serves as the primary technical authority and technical interface for major programs and systems within the Navigation Solutions (NS) business, collaborating with Engineers, Program Management, Business Development, Customers, and Suppliers.
  • Senior technical representative for a business area within the Navigation Solutions (NS) business.
  • Successful accomplishment of near-term and long-term results.
  • Drive technical strategic, vision, and extend that to practical tactical technical execution of programs and systems.
  • Assure technical excellence and mission success for programs and systems.
  • Successfully develop, shape, and support new business opportunities.
  • Communicates within and outside own function to explain, gains cooperation on policies and practices, and quickly established trust within the Engineering organization through technical expertise.
  • Make substantial improvements to processes, systems, and solutions.
  • Work under consultative direction against annual goals and objectives to manage large, complex project initiatives of strategic importance to the organization.
  • Maintain outstanding communication and excellent soft skills.
  • Collaborate with customers, suppliers, and other business areas to execute programs.
  • On-site and potential travel up to 30% of the time.

Qualifications:

  • Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) or related discipline with a minimum of 12 years of prior related experience. 
  • Graduate degree with a minimum of 10 years of prior relevant experience.   
  • In lieu of a degree, minimum of 16 years of prior related experience.
  • 20+ years of Engineering technical, functional, and leadership experience within stringent technical, schedule, and budget requirements.
  • 10+ years combined experience as a Chief Engineer, Engineering Technical Fellow, Engineering Lead of major programs, and/or General Manager (GM) with deep and broad technical capabilities in GPS, APNT, RF, Signal Processing, and/or GNC.
  • 10+ years of experience in leading and tracking projects, risk/opportunities, proposals, processes, and employees.
  • 10+ years of experience demonstrating strong verbal and written skills for the internal team, customers, and program stakeholders with demonstrated ability to gain cooperation and trust within the Engineering organization through demonstrating technical expertise and soft skills.
  • 10+ years of experience in earned value (EV) management, metrics development and tracking, and basis of estimates.
  • 5+ years of success bringing in new business.
  • Active DoW SECRET clearance or higher.

Preferred Additional Skills:

  • Expert technical depth and breadth in MGUE, GPS / PNT technology, MGNSS, Anti-Jam, Anti-Spoof, GPS-denied/degraded, Alternative/Supplemental/Cooperative Navigation technology, Guidance Navigation Control, RF systems, Sensor Fusion, Software-Defined Radio.
  • Technical depth and breadth in High Frequency and RF circuitry to 2GHz on miniature board design.
  • Demonstrated ability to drive closure and resolve complex technical issues and challenges effectively.
  • Experience leading failure investigations and troubleshooting for Development and Production programs.
  • Experience with FFRDCs and other DoD-related R&D organizations.
  • Experience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS).
  • Additional technical breath in Systems, Software, Hardware, Electrical, Mechanical, and Project Engineering.
  • Strong mentoring skills.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is Min $153,000.00 - $284,000.00 Max. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New 
York state, Cleveland Ohio, and Vermont is $133,000.00 Min - $247,000.00 Max. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
