Job Description:
The Specialist, Subcontracts role will be responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.
Essential Functions:
- Communicate with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.
- Recommends enhancements to systems and processes.
- Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.
- Works under general supervision. May be responsible for entire projects or processes within job area.
- Responsible for providing guidance, coaching and training to other employees within job area.
- Manage projects at this level with responsibility for the delegation of work and the review of others' work product.
- Communicates with contacts within and outside of own department and may occasionally have responsibility for communicating with parties external to the organization (e.g., customers, suppliers, etc.). Explain and interpret processes and procedures to others within and outside the job area.
- Justify and gain cooperation regarding processes, practices and procedures.
- Making moderate enhancements or improvements to systems and processes to solve problems or improve effectiveness of job area.
- Opportunities for problem solving and innovation are general and may require understanding of broader set of issues but typically are not complex.
- Problems may require understanding of other job areas. Problems are typically solved drawing from prior experiences, with analysis of the issues.
- Achieve operational targets with moderate impact on departmental results. Contributes to the completion of specific programs and projects. Exerts some influence on the overall objectives of the project.
- Understanding of FAR/DFARS.
- Negotiate both cost and terms and conditions. Including cost analyses.
- Proficiency in SAP.
- Prepare clear, well-written analyses and effectively communicate findings.
- Understanding financial management principles, with the ability to forecast expenditures.
- Ability to obtain and maintain a DoW Secret Clearance.
- Other duties as assigned by Supervisor.
Qualifications:
- Bachelor’s Degree with four (4) years of prior subcontracts management experience.
- Graduate Degree with two (2) years of prior subcontracts management experience.
- In lieu of a degree, minimum of eight (8) years of prior subcontracts management experience.
- Must be a U.S. Citizen.
