Job Description:

Senior professional with strong knowledge of job area and broad knowledge of project management and/or project/systems engineering. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.

 

Essential Functions:

  • Ability to travel, as required, based on business needs (~20%).
  • Work extended hours as required, for program success.
  • Direct all program phases from inception through completion.
  • Manage cost, schedule, and technical performance of company programs or major program subsystems.
  • Participate in contract negotiations and contract modifications.
  • Coordinate preparation of proposals, business plans, work statements, specifications, operating budgets, and contract terms/conditions.
  • Serve as primary customer contact for program activities and lead program review sessions addressing cost, schedule, and technical performance.
  • Establish design concepts, criteria, and engineering efforts for product research, development, integration, and test.
  • Develop new business opportunities and expand product lines with customers.
  • Establish milestones and monitor adherence to master plans and schedules.
  • Identify program challenges and implement solutions, including resource allocation and contractual specification changes.
  • Direct matrixed employees assigned to the program's Integrated Product Team (IPT) across technical, manufacturing, and administrative functions.

 

Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience.
  • Graduate Degree and a minimum of 4 years of prior related experience.
  • In lieu of a degree, minimum of 10 years of prior related experience.
  • Requires comprehensive level knowledge of job area.
  • May have in-depth knowledge of project management and/or project/systems engineering.
  • Ability to obtain a security clearance, which requires US Citizenship.
  • Demonstrated program management experience leading large-scale development programs.
  • Demonstrated Intelligence, Surveillance, and Reconnaissance (ISR) mission systems experience.
  • Demonstrated defense industry program management background.
  • Demonstrated knowledge of Earned Value Management System (EVMS).
  • Demonstrated Budget/Control Account Management, Risk Management, and financial forecasting experience.
  • Demonstrated experience with Integrated Master Plan (IMP) and Integrated Master Schedule (IMS).
  • Demonstrated proposal development and Program Management Plan (PMP) experience.
  • Demonstrated ground-based signals intelligence information systems knowledge.
  • Demonstrated bid, proposal, and Statement of Work (SOW) development experience.
  • Demonstrated managerial and/or leadership capabilities.
  • Demonstrated presentation skills for both large groups and individual stakeholders.
  • Demonstrated ability to lead teams and make timely decisions under pressure.

 

Preferred Additional Skills:

  • Proficient in MS Office.
  • Active security clearance, Secret/Top Secret Security Clearance, ability to obtain SCI preferred.
  • Knowledge in SAP or Solumina.
  • Aviation background/knowledge.
  • Able to communicate and brief various levels of L3Harris leadership as required.
