Job Description:
L3Harris Technologies is currently seeking a Lead, Systems Engineer – STO Planner to support a high-visibility, mission-critical national security program. 

The successful candidate will be responsible for supporting a high-performing team of government and contractor professionals to monitor, analyze, coordinate, and execute operations activities across a range of space assets in direct support of the Space Warfighting mission. This role is pivotal in ensuring synchronization across multiple government agencies and mission partners to safeguard operational success and national security interests. 

The ideal candidate will have demonstrated experience in space operations, including the development and execution of Courses of Action (COAs) and Tactics, Techniques, and Procedures (TTPs). The position requires the ability to operate effectively in a dynamic, fast-paced environment with evolving priorities and taskings. Success in this role also demands a strong record of collaboration, the ability to foster positive team dynamics, and a commitment to strengthening stakeholder relationships in support of integrated mission objectives.

Essential Functions:
•    Prepare, plan, and integrate Special Technical Operations (STO) activities into customer plans, exercises, training, and operations by leveraging the Joint Exercise Life Cycle (JELC) framework to ensure a structured and comprehensive approach.
•    Conduct detailed analyses to understand operational requirements and mission objectives, using JELC phases – design, planning, execution, and evaluation.
•    Design detailed operational plans that incorporate realistic scenarios and injects to address mission-critical challenges, collaborating with cross-functional teams to ensure technical and operational soundness.
•    Provide STO subject matter expertise to external organizations by serving as a key advisor and facilitator in planning, coordination, and deconfliction efforts.
•    Collaborate with external stakeholders, including military units, interagency partners, and allied forces, to address mission requirements and identify potential conflicts or overlapping priorities.
•    Develop and deliver detailed briefings, operational assessments, and technical guidance to ensure all parties have a clear understanding of STO objectives, capabilities, and limitations.
•    Act as a liaison to bridge communication gaps and foster collaboration between diverse entities, ensuring interoperability and cohesion in joint operations.
•    Assist in translating mission requirements into actionable TTPs that detail specific methods, processes, and best practices for operational execution.
•    Support the development, deployment, and execution of Concepts of Operations (CONOPS) and Tactics, Techniques, and Procedures (TTPs) by contributing technical expertise, operational insights, and coordination skills.
•    Experience with DoD organizations and hierarchy.
•    Be responsible for conducting and adhering to security read-ins and protocols within a Special Access Program (SAP) organization.
•    Able to work independently and collaboratively in classified operations centers, supporting 24/7 mission requirements when needed.

Qualifications:
•    Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
•    Active Top Secret/SCI with CI Poly clearance required.
•    Must have experience with Joint Operations and Joint Planning.
•    4+ years’ experience in General Officer/Flag Officer (GO/FO) G/J/N/5 (Plans Directorate).

Preferred Additional Skills:
•    Ability to analyze higher-level guidance and translate it into exercise-specific objectives. Skilled in collaborating with multiple stakeholders, including joint forces, allied nations, and interagency partners, to align objectives and ensure interoperability. 
•    Proven expertise in developing detailed timelines, schedules, and resource requirements to support effective exercise planning and execution.
•    Knowledge of satellite orbits, trajectory analysis, maneuver, and station-keeping techniques.
•    Knowledge of payload systems such as imaging sensors, communication transponders, and scientific instruments.
•    Strong communication skills to liaise with senior leaders, operational planners, and support teams.
•    Effective organization level communication, presentation, and interpersonal skills.
•    Ability to effectively collaborate and communicate with geographically separated teams.
•    Graduate from Joint Professional Military Education program.
