Job Description: The Government Property Manager is responsible for maintaining an approved property control system in compliance with current government property regulations in the Federal Acquisition Regulations (FAR). The position coordinates and manages property control activities to ensure accountability and traceability of government, contractor-acquired, and/or customer furnished property in accordance with applicable government regulations and corporate policy.

Essential Functions:

  • Provide asset management customer service to the T&RF San Diego business unit in support of the objectives of Government Compliance
  • Manage the asset management records database, including accurate input of new records and updates to existing records
  • Ensure tracking and retention of audit artifacts
  • Provide barcode tags and perform equipment tagging
  • Prepare asset management reports as needed, including data for financial reports, physical inventory reports and results, lost equipment, self-assessment results and additional reports
  • Analyze the asset portfolio to identify areas for potential re-utilization or increased utilization of assets to reduce capital expenditures
  • Interfaces with customers, auditors, senior management, and other internal stakeholders for all asset management matters
  • Lead internal and external audits including quarterly self-assessments
  • Provide guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements
  • Learn and apply Sarbanes-Oxley regulations, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP) and L3Harris financial policies as applicable to asset acquisition and disposition
  • Identify and correct process deficiencies and propose solutions for continuous improvement
  • Participate in Lean/Six Sigma training
  • Obtain Certified Property Professional Specialist (CPPS) certification from the National Property Management Association (NPMA)

 

 

Qualifications:

  • Working knowledge of contractual requirements related to Government Property Management, including FAR Part 45, FAR 52.245-1, DFARS property management clauses, DCMA Guidebook and other related industry regulations
  • Bachelor’s degree with two years of prior related experience or post-secondary/AA Degree with 6 years of prior related experience or graduate degree with 0-2 years of prior related experience
  • Maintain/ability to attain Secret security clearance

Preferred Additional Skills:

  • Excellent communication, technical writing, and presentation skills
  • Ability to attain Certified Property Professional Specialist (CPPS) certification from the National Property Management Association (NPMA) within 12 months of hire.
  • Familiarity with Microsoft Office Suite are preferred
  • Data Analysis skills including familiarity with Microsoft Excel formulas, charts and pivot tables are preferred
  • Familiarity with Sunflower asset tracking system
  • Knowledge of Supply Chain Management, Contracts Management and Finance concepts is preferred
  • Bachelor’s degree in Supply Chain Management, Logistics, Operations Management, Information Technology, or Business Management with 2+ years of experience

In compliance with pay transparency requirements, the salary range for this role in California is $84kMIN - $156k. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
