Job Description:

Plans and implements activities related to the procurement of raw materials, goods and services. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations.

 

Essential Functions:

  • Previous experience and strong working knowledge with purchasing and managing suppliers for electronic components and test equipment
  • Works closely with engineering, planning, and program leadership to drive successful completion of
    Customer milestone activities and on time customer deliveries.
  • Sending Request for Quotes (RFQs), competing for best price/schedule, placing purchase orders and compiling compliant documentation packages.
  • Advising planning, program, and supply chain leadership on risks and mitigation strategies for items purchased
  • Assists less experienced buyers with resolving problems.
  • Execute and support negotiations of purchase orders.
  • Identify and implement cost reduction strategies.
  • Actively supporting development of Lean & Low-Cost Suppliers.
  • Ensure our supplier base meets our program needs with capabilities and depth.
  • Engagement with procurement leadership and cross-functional teams such as Engineering, Business
    Development, Planning, and Finance to understand timelines, technical requirements, and challenges
  • Ensure appropriate purchasing tools are compliant and properly utilized to meet all established work objectives.
  • Interface with other departments as required to control and coordinate workflow.
  • Ensure appropriate compliance for maintaining AS9100 Certification.
  • Ensure compliance to all FAR & DFARS regulations and the maintaining of an approved Purchasing System in support of CPSR (Contractor Procurement System Review).
  • Perform other related duties as assigned.
     

Required Qualifications (one of the following):

  • Bachelor’s Degree and minimum 4 years of prior relevant experience.
  • Graduate Degree and a minimum of 2 years of prior related experience.
  • In lieu of a degree, minimum of 8 years of prior related experience.

  

Preferred Additional Skills:

  • 3 + Years experience using Microsoft Excel including creation of pivot tables and use of VLOOKUP required.
  • 3 + Years Supply Chain experience supporting Government FAR, DFARS, regulations with Certified Purchasing System Reviews.
  • Experience in purchasing, in a manufacturing environment
  • Microsoft Word, Excel and PowerPoint, Outlook E-mail
  • Successful candidates must meet eligibility requirements to access US classified information
  • Ability to prioritize competing work assignments and initiative to complete tasks.
  • Experience working in a fast-paced team environment, with strong analytical and problem-solving capabilities.
  • Strong interpersonal and communication skills.
  • Person should possess outstanding written and verbal communication skills and be extremely organized.


In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $73,000 - $135,0000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $63,500 - $117,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
