Job Description:

  • Review and analyze Bill of Materials (BOMs) to develop accurate material cost estimates for proposals and program execution
  • Obtain, review, and update supplier quotations and Request for Proposal (RFP) responses to ensure BOM pricing reflects current and complete cost data
  • Utilize advanced Microsoft Excel skills, including formulas, lookups, pivot tables, and data validation to consolidate, analyze, and report cost information
  • Collaborate with Proposal, Program Management, and Supply Chain teams to validate pricing, confirm sourcing assumptions, and support cost strategy development
  • Maintain data integrity across cost models, proposals, and estimating tools to ensure compliance with internal estimating standards and customer requirements
  • Plan and execute procurement activities for materials and services to ensure alignment with program specifications and achievement of price objectives.
  • Manage vendor relationships in accordance with company requirements and procurement objectives.
  • Support material cost analysis, variance tracking, and historical pricing trend reviews to improve accuracy and competitiveness of future estimates

 

Essential Functions:

  • Download, update, and maintain program BOMs using supplier pricing obtained from RFP efforts and direct supplier communications
  • Coordinate with the proposals team to integrate supplier quotes into formal cost proposals and support fact-finding or customer audit requests
  • Develop and maintain standard estimating templates and cost models in Excel to streamline proposal turnaround and maintain pricing consistency
  • Ensure traceability of supplier data, quotes, and cost justifications to support CPSR and DCMA audit readiness requirements
  • Perform cross-functional reviews with Program Management, Supply Chain, and Engineering to validate material assumptions and identify cost risks or savings opportunities
  • Assist in the creation of Rough Order of Magnitude (ROM) and firm proposal estimates for new business pursuits and contract modifications
  • Analyze supplier inputs for accuracy, completeness, and compliance with proposal timelines and sourcing policies
  • Collaboration with Supply Chain on proposal cost reduction strategies
  • Manage the end-to-end procurement process from requisition through purchase order closeout, including maintaining current and accurate delivery dates

 

Required Qualifications (one of the following):

  • Bachelor’s degree in Supply Chain Management, Business, Finance, Industrial Engineering, or related field and minimum 4 years of prior relevant experience in material estimating, procurement, or supply chain analysis.
  • Graduate Degree and a minimum of 2 years of prior related experience.
  • In lieu of a degree, minimum of 8 years of prior related experience.

 

Preferred Additional Skills:

  • Experience supporting government or defense proposal environments (FAR/DFARS familiarity a plus)
  • Experience reading and interpreting Bills of Materials (BOMs) and supplier quotations
  • Understanding of cost analysis principles and proposal pricing structures
  • Experience with ERP systems (e.g., SAP, Infor LN) and procurement databases
  • Attention to detail and strong commitment to data accuracy
  • Ability to collaborate effectively with cross-functional teams across multiple sites
  • Proficiency in Microsoft Excel, including use of formulas, pivot tables, and data analysis tools (required)
  • Strong analytical, organizational, and communication skills
  • Ability to manage multiple priorities and deadlines in a fast-paced proposal environment

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $79,000 - $147,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
