Job Description:
The Lead Program Manager will serve as the supporting liaison between the Director and the MIDS Program Office, as well as the collaborative interface with international customers for both Foreign Military Sales (FMS) and Direct Commercial Sales (DCS). The role is designed not only to execute current programs but also to identify new business opportunities for the division using existing customer relationships.
This position requires a highly motivated individual capable of managing program initiatives and driving business growth within the Tactical Data Links division.
Essential Functions:
- Works closely with the Director of MIDS Programs in the S2 TDL division and act as the focal point between the MIDS Program Office and international programs.
- Facilitate and execute over $100M annually in international FMS and DCS business related to Production, Retrofits, Spares, Repairs, and Support Equipment activity.
- Execute international programs with increasingly complex customer requirements.
- Serve as a key customer contact for program activities, leading program review sessions with customers to discuss cost, delivery schedule, and technical performance.
- Coordinate of the MIDS International Review Boards (twice yearly), the International Data Link Society events (annually), and the Tactical Data Links Working Group (annually) as the single POC for customer engagement schedules, action item tracking and completion.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations as requested by the customer.
- Review and approve all purchase orders, subcontracts, and contract document changes, as required.
- Collaborate with a cross-functional team to ensure customer expectations and internal fiscal and schedule needs are met.
- Maintain strong relationships with International and U.S. customer representatives to maintain customer satisfaction.
- Continuously improve project management toolkits and methodologies used within the Program Management Office.
- Ability to travel international and domestic 25% - 50%
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Minimum 5 years experience working with FMS processes, including export laws and compliance/regulations related to international defense sales.
- Minimum 5 years’ experience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) in international business.
Preferred Additional Skills:
- Experience working with international customers in overseas locations.
- Familiarity with SAP and CRM software programs.
- Knowledge of Global Trade regulations and requirements.
- Experience with FMS, Strategic Partnership Programs, and/or international operations within a U.S. Department of Defense program office.
- Strong project management skills, including earned value management.
- Background in tactical communication systems, airborne, ground and maritime ISR capabilities, and similar technologies.
- Excellent organizational, time management, communication, and interpersonal skills.
- Ability to coordinate activities inter-company and across multiple departments (Government Relations, Engineering, Operations, Finance, etc.).
- Knowledge of contract terms, conditions, and sub-contract management.
- Willingness to take ownership and accountability for projects

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $127,500- $236,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
