Job Description:

L3Harris is currently searching for a Manager, Network Planning Engineering for our San Antonio, TX site.  The Manager, Network Planning Engineer requires an active Top Secret Clearance with SCI eligibility. This position will also serve as the site lead for this location that operates on a 24/7/365 basis.  The Manager, Network Planning Engineer will be responsible for managing a team of 17 engineers performing day-to-day requirements on a unique and specialized network providing critical services for the Department of Defense (DoD). This position will report directly to the Senior Manager for both Network Operation Centers.  The site lead will exercise discretion and independent judgement when events occur to ensure timely resolution and historical documentation of corrective actions. The site lead role requires a strong background in the management and maintenance of a Network Operation Center to include Information Assurance roles and processes.

 

The Site Lead needs to have a thorough understanding of the following:

  • IP Networks, including VLANs and VPNs
  • Firewalls, switches, routers and other network equipment
  • Load Balancers
  • Windows and Linux Server administration
  • Crypto devices
  • Virtualization, Backup Procedures, and Disaster Recovery
  • Active Directory, DHCP, DNS, Group Policy
  • Anti-Malware and Cybersecurity concepts to include knowledge of ISSO and ISSM roles
  • Endpoint Security Services
  • BMC trouble ticketing systems

Essential Functions:

  • Supervise NOC staff to include: management of schedule, workload assignment, and performance evaluations. 
  • Ensure NOC team has constant operational awareness of all RF equipment status including: BIT, antenna pointing and polarization, and mission recording in high-pressure situations involving a high degree of significance
  • Ensure the NOC Tier I/II/III engineering team's number 1 priority is to support subscriber aircraft on active missions. 
  • Monitor network performance, identify potential issues, and proactively implement solutions to prevent service disruptions and degradations. 
  • Ensure team performs preventative maintenance actions: Analyzing and troubleshooting computer and network system health and status to identify potential problems and develop solutions before outages occur, using diagnostic tools.
  • Perform post-mission analysis to assess performance against requirements, establish trends, and optimize future missions.
  • Respond to and resolve network issues, ensuring timely restoration of service with minimal impact.
  • Diagnose and resolve complex network problems, collaborating with other departments as needed.
  • During Post Mission, review mission performance trends, provide appropriate communication status reports, daily activity reports, and RF performance statistics
  • Must be able to observe and interpret computer and network system messages instantly and use independent decision-making skills to ensure commands are immediately addressed and that network systems are restored quickly when hardware, software, or power failures occur.
  • Ensure optimization of system performance at all times with quick and independent decision making skills after analyzing RF usage, prioritization of users and to assist with mission planning and RF handovers.
  • Develop and maintain NOC policies, procedures, and documentation. 
  • Proactively monitor network performance and capacity, and plan for growth as needed.
  • Ensure the availability and reliability of network infrastructure, including devices, servers, and systems. 
  • Define, implement and enforce the organization’s Configuration Management and Change Management policies and practices.  Communicate budget and purchasing recommendations and capacity planning to the Senior Operation’s Manager in order to provide a steady, cost-effective infrastructure to meet the critical availability demands of the network.
  • Communicate effectively with internal and external stakeholders, including customers and other departments. 
  • Communicate network and connectivity issues instantaneously to support DoD Senior Leaders.
  • Identify areas for improvement in network operations and implement strategies to enhance performance and efficiency.

 

Required Qualifications:

  • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Must have a Top Secret clearance with eligibility to SCI
