L3Harris Spectrum Superiority (S2) is seeking an experienced Project and Chief Engineering Manager to lead engineering excellence across our Electronic Warfare portfolio.
Position Overview
The Project and Chief Engineering Manager will provide executive-level technical leadership and strategic direction for L3Harris's Electronic Warfare business area, with primary focus on the Next Generation Jammer program and future EW pursuit activities. This role requires a seasoned engineering leader capable of managing high-performing teams, driving technical excellence, and ensuring alignment with organizational objectives.
Essential Functions:
Strategic Technical Leadership:
- Provide executive-level technical guidance on system design, architecture, and integration strategies across the program, ensuring robust solutions and risk mitigation
- Lead technical review and future Electronic Warfare business area pursuits, positioning L3Harris for strategic awards and business growth
- Deliver regular executive briefings to senior leadership on program health, technical status, risks, and opportunities across business areas
- Exceptional communication skills (both written and oral) with ability to convey complex technical concepts to diverse audiences
- Experience conducting customer briefings and managing stakeholder relationships at senior levels
Program Execution and Management:
- Direct leadership of high-performing engineering team executing the Next Generation Jammer (NGJ) program, driving technical excellence and program delivery
- Execute comprehensive technical assessments across the program ensuring compliance with requirements, performance standards, and customer expectations
- Maintain accountability for cost, schedule, and technical performance metrics across the program, implementing corrective actions to ensure program success
- Direct the lifecycle support of Electronic Warfare systems from conceptual development to product phase-out, including proposal support, requirements analysis and management, task planning using EVMS, IMS, and Management Plans/SEMPs
Technical Project Management:
- Provide technical project management assistance, including reviews, reporting, and documentation across the NGJ program
- Lead the design and architecture of Electronic Warfare systems, providing technical leadership for DoD programs
- Generate technical documentation such as white papers or technical roadmaps
- Provide technical oversight for build and test activities, system integration, verification and qualification processes, and system deployment
Team Leadership and Resource Management:
- Responsible for talent management and resource allocation, ensuring the program is staffed with qualified engineering personnel to meet technical and delivery commitments
- Ability to influence and align cross-functional teams toward common objectives

Technical Expertise:
- Deep understanding of Electronic Warfare systems, concepts, and technologies
- In-depth knowledge of DoD development and program lifecycle: Design, Implementation, Verification, Production, and Sustainment
- Understanding of wireless communication theory with working knowledge of digital design, RF design, mechanical design, network design, or software design
- Experience with EVMS, IMS, and related management tools
- High-level understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and the International Traffic in Arms Regulations (ITAR)
Qualifications:
- Bachelor’s degree (Electrical Engineering, Systems Engineering, or related engineering discipline) with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Active Secret clearance required; TS/SCI eligibility required
Preferred Additional Skills:
- Advanced degree (PhD) or relevant certifications (PMP, INCOSE CSEP) a plus
- Minimum of 10 years of directly related work experience in project/systems engineering, including program execution, development of architecture and technical specifications, interface control documents, test plans and procedures
- Extensive experience in leading engineering teams in the development and sustainment of Electronic Warfare or complex defense systems
- Demonstrated leadership experience managing large-scale DoD programs ($100M+), with proven track record of successful program delivery
- Strong background in technical project management and lifecycle support across multiple concurrent programs
- Experience leading development proposal efforts and business capture activities for major defense programs
- Familiarity with classified and strategic program environments
- Experience managing portfolios exceeding $500M in value
- Background in strategic communications programs
