Job Description:

The Sr. Manager of Proposal Management is responsible for leading and supporting proposal teams in preparing responses to requests for proposals (RFPs), requests for information (RFIs), rough order of magnitude (ROMs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and miscellaneous cost requests. This role is pivotal in developing compliant and compelling proposals for both federal government and non-government contracting opportunities. They are responsible for managing the full lifecycle of proposal development, from pre-RFP planning and capture support to post-submission project planning. The ideal candidate will have extensive experience with federal procurement processes (FAR/DFARS), excellent communication skills, and the ability to lead cross-functional teams in a deadline-driven environment.

Essential Functions: 

  • Leadership and Team Management: Provide direction and oversight to ensure high-quality, timely, and compliant proposal submissions
  • Cross-Functional Collaboration: Facilitate effective collaboration between Manufacturing, Test, Quality, Supply Chain, Engineering, and Program Office teams to ensure integrated and comprehensive proposal strategies
  • Proposal leadership: Oversee the creation of proposal documents, utilizing company templates and coordinating with the Operations team on the inclusion of basis of estimate
  • Compliance assurance: Ensure adherence to formal RFP, RFI, and maintain consistency in bidding process
  • Document version control: Implement and maintain processes to ensure accurate version control of all proposal documents
  • Concurrent proposal management: Oversee multiple proposal efforts simultaneously, ensuring alignment with business strategies
  • Executive Reporting: Prepare high-level summary reports and presentation slides for leadership, providing clear insights into proposal statuses, risks, and mitigation strategies
  • Archiving: Ensure appropriate archiving of proposal documents per company practices
  • Knowledgeable: Act as a subject matter expert with comprehensive knowledge of business acquisition and proposal development

 

Required Qualifications:

  • Bachelor’s Degree and a minimum of 12 years of prior relevant experience OR Graduate Degree and a minimum of 10 years of prior relevant experience (In lieu of a degree, a minimum of 16 years of prior relevant experience)
  • Relevant experience must include extensive exposure to federal procurement regulations (FAR / DFARS) and all phases of the program lifecycle (Bid & Proposal Management, Compliance, Development, Production, and Sustainment)

 

Preferred Additional Skills:

  • Proficiency in federal acquisition regulations (FAR/DFARS) and proposal best practices
  • Familiarity with Department of Defense (DoD) proposals and Truth in Negotiations Act (TINA) requirements
  • Understanding of Operations, Purchasing, Program Management, Proposal Management
  • Advanced knowledge within a specific technical area or multiple job areas and is well regarded as a knowledgeable professional by peers both within and outside the organization
  • Ability to prioritize workload, have a collaborative attitude, ability to multi-task, work under pressure, and work extended hours during major proposal deadlines
  • Excellent communication, negotiation, and interpersonal skills
  • Experience with SAP is preferred
  • Demonstrated leadership capabilities for cross-functional teams
  • Familiarity with government contracting processes and terminology
  • Knowledge of business development, program management, and/or engineering
  • Self-motivated with the ability to work independently with minimal supervision
  • Proficiency in Microsoft Office Suite and proposal management tools (e.g., SharePoint, ProPricer, MS Teams)
  • Comfortable presenting complex information succinctly to senior leadership
