Job Description:
L3Harris is seeking a senior program manager for the Global Networks Business unit to manage a portfolio of programs and lead multi-functional teams in program execution, financial management, Risk & Opportunity management, proposal and production execution for a range of Government customers, including Space Systems Command, Space Development Agency, and classified customers. This opportunity is for the person who has the unique blend of supervisory experience, project management, financial management and human resource management paired with the innate ability of an effective team leader. This role will report directly to Director of Program Management, Global Networks Business Unit and is responsible for succesfully communicating to support successful execution and business growth. This efforts includes regular presentations, EACs, and status updates to AMN leadership.
Relocation to the Salt Lake City UT area is a must. Relocation reimbursement will be considered on a case-by-case basis
Essential Functions:
- Oversee multiple program managers executing a range of development and production programs.
- Mentor and develop junior program managers
- Lead cross-functional teams in the execution of program requirements including Program Managements, Engineering, Operations/Manufacturing, Contracts, Finance, Quality, Security, etc. Build teams based on trust, efficiency, and accountability.
- Lead teams in the execution of contracts, proposals, and pursuits.
- Utilize Earned Value Management System (EVMS) methodology and tools to plan and execute programs, including identification and mitigation of cost, schedule, and technical risks.
- Identify continuous improvement and cost reduction opportunities.
- Coordinate with customers to identify new opportunities and resolve issues throughout the program lifecycle.
- Provide concise reports to management on status, potential issues, risks, and recommended courses of action.
- Lead proposal teams to define and develop competitive, winning proposals.
- Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedures.
- Possess good interpersonal skills with the ability to effectively communicate (verbally and in writing) to customers, other stakeholders, supporting teams, all levels of management.
- Effectively balance program plans, risks, and opportunities with executable strategies to meet requirements on budget.
- Lead meetings and reviews, tracking resulting action items to closure.
- Identify risks and develop risk mitigation strategies and/or corrective action plans.
- Comprehend complex program and interdependencies and be able to provide clear consistent priorities to supporting teams
- Manage multiple programs at any one time with the ability to multi-task and communicate on a daily basis for status reporting.
- Demonstrate the highest level of ethics and integrity.
- Participate in the negotiation of contracts and contract changes, with the ability to identify and work toward win-win solutions.
- Logically analyze problems to seek understanding of the root cause of the problem, including broad-based consideration of relevant variables.
- Ability to travel on occasion and as needed (10%)
Qualifications:
- Bachelor’s degree in engineering or demonstrated technical aptitude with a minimum of 12 years of relevant experience OR Master's Degree with a minimum of 9 years of relevant experience.
- 12+ years’ experience with a strong understanding of DoD program management methodologies (includes developing resource loaded IMS, executing IBR, managing complex risks, strong development program management skills)
- 10 years professional experience as a Program or Project Manager leading program execution and proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals
- Experience managing programs or projects within the DoD environment
- Previous supervisory experience in a related environment and Experience leading teams in a matrixed organizatione
- Proficient with Earned Value Management System (EVMS) methodology and tools to monitor and report status on program execution, Cobra preferred
- Demonstrated experience with capture management and proposal development
- Active SSBI, with either Top Secret or SCI clearance
- Ability to optain SAP clearances
Preferred Additional Skills:
- Master’s degree in engineering or STEM related field
- Experience leading large development programs
- Experience with communications systems, including comm theory, networking, waveforms, and link budgets
- Experience with hardware or software design
- Experience with systems engineering processes
- Knowledge of existing L3H BCS processes, tools, technologies, and products.
- Knowledgeable in FAR/DFAR/ITAR requirements and the ability to communicate issues, impacts, and corrective action plans to the team.
