Job Description:
Lead a high-impact growth portfolio focused on delivering advanced communications systems for the Navy’s next-generation aircraft. This Director-track role requires a strategic leader who can navigate ambiguity, drive customer-centric solutions, and deliver complex programs while scaling the portfolio from $70M to $140M+ over the next three years. You'll build the foundation for sustainable growth while maintaining program excellence and customer trust.
Essential Functions:
- Lead $70M Air Wing of the Future communications portfolio with aggressive growth targets to $140M+ by 2029 through new platform integrations, capability expansions, and adjacent opportunities
- Develop and execute comprehensive growth strategy in partnership with Business Development, Capture, and Strategy teams to identify, shape, and win new opportunities
- Build business cases and investment proposals for new program initiatives balancing current delivery excellence with future growth investments
- Partner with senior stakeholders across engineering, operations, business development, Navy program offices, and fleet operators to shape portfolio strategy and roadmap

- Apply rigorous program management discipline across growing portfolio including Earned Value Management (EVM), integrated master schedules, risk management, and change control
- Develop and maintain comprehensive risk registers with proactive mitigation strategies; escalate and resolve critical technical, schedule, and integration risks
- Lead change management processes ensuring proper impact analysis, stakeholder alignment, and configuration control across multiple aircraft platforms
- Establish program baselines, performance metrics, and reporting cadences that provide transparency and enable data-driven decisions
- Manage portfolio P&L ensuring healthy margins while investing appropriately in growth initiatives and IR&D
- Develop annual operating plans and multi-year financial projections aligned with 2x growth trajectory
- Optimize resource allocation across delivery, growth, and infrastructure investments
- Track and report growth metrics including pipeline value, win rate, contract awards, and revenue realization
- Partner with Finance and Contracts teams to structure deals that support profitable, sustainable growth
- Lead, mentor, and develop team of program managers and supporting staff, scaling organization to support portfolio growth
- Build organizational capacity through strategic hiring, talent development, process optimization, and succession planning
- Foster high-performance culture characterized by accountability, collaboration, empowerment, and growth orientation
- Provide coaching and career development to prepare team members for increased responsibilities
- Model executive presence and Director-level leadership behaviors including strategic thinking, influencing across matrixed organizations, and thriving in ambiguous, rapidly changing environments
Qualifications:
- Bachelor's Degree with 12 years prior experience, Graduate Degree with 10 years prior experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Minimum 10 years of program management experience, with at least 5 years leading complex, multi-disciplinary programs
- Minimum 10 years demonstrated track record managing and growing portfolios >$50M; demonstrated experience scaling programs or portfolios
- Active Us Top Secret Security clearance
Preferred Additional Skills:
- Experience with business development, capture support, or new program standup in growth environments
- Experience managing growth portfolios or emerging capability development programs
- Track record of successful customer relationship management that led to contract expansions or follow-on work
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $153,000 - $284,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
