Job Description:

  • L3Harris' Spectrum Superiority segment is seeking a senior Project Engineer/Chief Engineer responsible for the day-to-day tactical duties for Protected and Hybrid SATCOM programs. Project Engineering will oversee and coordinate the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.

Essential Functions:

  • May act as Chief Engineer and Architect for the Protected SATCOM portfolio – including technical lead on proposals and business pursuits
  • Serves as single point-of-contact between engineering project management and planning, engineering project team, and line management
  • Reviews status of engineering projects and budgets; manages schedules and prepares status reports
  • Assesses engineering project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives
  • Develops mechanisms for monitoring engineering project progress and for intervention and problem solving with engineering project managers, line managers, and customers
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received
  • May conduct performance/project analyses during phase-down to benefit future/other engineering projects, missions, and programs
  • Lead design reviews (SRR, PDR, CDR, TRR, etc.)
  • Availability to travel 10-20% of the time to customer and subcontractor sites in support of technical meetings and verification activities

Qualifications:

  • An ABET (EAC/CAC) accredited Bachelor's of Science degree in an engineering discipline and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.

 

Preferred Additional Skills:

  • Currently hold a DoW security clearance
  • Knowledge and experience related to Protected Waveforms and Satellite Communications (PTW, XDR/AEHF, FHSS, DSSS)
  • Expert in Digital Communications, Modulation Techniques and RF Link Budget Analysis
  • Experience working with ARSTRAT/Delta-8 for MILSATCOM certifications
  • Experience working with PLEO Vendors
  • Experience with the NSA certification process
  • Expert knowledge in communications systems
  • Expert knowledge in Systems Engineering lifecycle management
  • Ability to obtain a DoW security clearance
  • Implements strategic goals established by leadership on assigned projects
  • Establishes operational plans for job area with short-term impact on results
  • Expert in Earned Value Management and cost/schedule estimation
  • Experience coordinating across multiple engineering functions
  • Experience communicating directly with customer and in front of non-technical audience
  • Background performing system level architecture for new development and IRAD
  • Experience leading proposals and business pursuits as the primary technical point of contact.
