Job Description:

L3Harris is looking for an experienced Systems Engineering Manager for our Systems Engineering organization. This position will manage a team of roughly 8-15 Systems Engineers that provide technical leadership for the CDL Core team in our Aerial Networks business area. In addition, this position will require frequent work as a Project or Systems Engineer on specific Production, Sustainment or Development contracts.

The System Engineering Manager is responsible for the life-cycle support of data link (line-of-sight wideband, narrowband, and/or SATCOM) systems from conceptual development through product phase-out.  This includes proposal support, requirements analysis/management, task planning (using EVMS, IMS, MPM, and Management Plans/SEMPs), technical project management assistance (including reviews, reporting, and other documentation), design synthesis (in a multi-functional engineering environment), technical documentation (including generating statements of work and specifications), design oversight, build support, test support, repair support, subcontractor control, risk management, and in-house technical support during the operational life-cycle of the system.

Essential Functions: This person should have demonstrated leadership experience in engineering development and/or program management and should include experience leading major development proposal efforts.  Key competencies/skills required for this position include:

  • Personnel management and building cohesive/collaborative teams
  • Demonstrated ability to recruit, motivate, and retain first-class engineering talent.
  • Understanding of business development processes/lifecycle with an emphasis on capture and proposal planning and proposal development
  • Planning and organization skills
  • Understanding of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and the International Traffic in Arms Regulations (ITAR)
  • Understanding of all aspects of Military Standard Product Lifecycle Management (PLM) including: Design, Implementation, Transition to Manufacturing, and Maintenance
  • Qualitative and quantitative risk analysis and management skills
  • In depth understanding of advanced communication systems, including wide band data links used in land, sea, air and SATCOM applications
  • Strong written and oral communication skills
  • Must be able to travel on occasion
  • Ability to obtain a Secret Security Clearance, TS preferred 

 

Required Qualifications:

  • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

 

Preferred Additional Skills:

  • Minimum of 2 years of prior or current management / project leadership role experience, as well as, 7 plus years of related Engineering experience.
  • Proficient understanding of engineering architecture and design concepts along with basic understanding of the engineering practices and procedures required to develop, test and deploy systems.
  • Minimum of 1 year of experience in DoD system development processes, documentation, and sustainment.
  • Minimum of 2 years of experience utilizing Earned Value (EVMS) methods to manage the cost and schedule performance of technical projects.
  • Minimum of 5 years of experience providing engineering support for production programs, and implementing manufacturing process and yield improvements.
  • Understanding of NSA cryptographic certification requirements and processes 
  • Experience with Common Data Link (CDL) specifications and capabilities
  • Effective coordination of project(s) and efforts of technical support personnel
  • Understanding of DoD acquisition practices and business development environment.
  • Strong understanding of requirements management and validation processes using tools like DOORS
  • Ability to productively contribute work, ideas and collaboration as part of a team
  • Demonstrated ability to recruit, motivate, and retain first-class engineering talent.
  • Presentation and communication skills (verbal/written/visual)
  • Problem solving skills and the ability to meet critical deadlines
