Job Description:
The Pursuits and Programs - DoD team within the Tactical Communications Sector at L3Harris is looking for a highly motivated and experienced engineer to lead a team of project and systems engineers. The group responsibilities include program leadership for major US DoD programs and pursuits as well as engineering leadership for business development activities. The engineering leadership duties required of the successful candidate include cross functional leadership and reporting at the functional and senior leadership level. This candidate will lead programs that are major revenue drivers for the TCOM business, as well as explore new engineering business aligned with the company’s strategic plan.
Essential Functions:
- Programs and Pursuits Engineering
- Responsible for development and maintenance of Project Engineering process documentation for lifecycle execution of DoD programs.
- Provide guidance and support to seasoned PEs during the execution of DoD Programs. Chair program execution reviews to ensure programs are aligned for cost, schedule, staffing and scope.
- Review periodic reports from the PE team, as well as periodic program reports to flow to Senior Leadership.
- Brief senior leadership on status, issues and successes with detailed understanding of all programs/pursuits progress
- Maintain accountability for successful completion of all DoD pursuit activities. This includes RFP response volumes, cost estimates, trade studies and ensuring that each pursuit activity is adequately staffed and supported with the appropriate subject matter experts.
- Partner with functional managers to strategically identify staffing and talent gaps required for program and pursuit execution.
- Engineering Business Development
- Lead a team responsible for providing engineering knowledge and experience to Business Development and Sales.
- The EBD group is at the front end of the business to influence and shape new business opportunities aligned with the company strategic plan, with an emphasis on engineering systems and new product features, such as Soldier Systems and new markets adjacent to our product portfolio.
- The EBD team tracks ongoing opportunities with engineering content for DoD customers as well as projecting workforce demand of engineering resources for leadership based on projected opportunities.
- Team Management
- Support team engineers through career guidance and suggest training activities directed at professional goals.
- Ensure company policies and directives are followed by team members.
- Provide feedback to all team members on performance, including formal performance reviews.
- Travel may be required, up to 25% domestically.
- Active US DoD Secret Clearance or the ability to obtain a US DoD Secret Clearance.
Qualifications:
- Bachelor’s Degree in an engineering discipline and minimum 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience
- Ability to clearly articulate direction, status, issues, risks, and opportunities, to team, peers, leadership (at all levels) and program teams.
- Ability to partner with stakeholders and team leaders to identify needs and develop marketable Tactical Communication System solutions which provide value to the customer.
- Proven and effective communications skills, interpersonal skills, customer mission focus and results oriented. Lead from the front
- Travel – up to 25% domestic travel is possible
- Active US DoD Secret Clearance; or ability to obtain a US DoD Secret Clearance
Preferred Additional Skills:
- MS in Electrical or Computer Engineering, Network Engineering, Computer Science or related field
- Familiarity with L3Harris tactical radio products
- The successful candidate will need a strong knowledge and understanding of the DoD customer base and their communications needs
- Ability to provide mentorship to junior engineers or managers throughout the organization
In compliance with pay transparency requirements, the salary range for this role in New York state is $130,500 - $242,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
