Job Description:

L3Harris Tactical Communications Sector is seeking a highly motivated, team-oriented Senior Engineering Manager to provide organizational management, leadership, and direction to our Systems Integration & Test Engineering Team.  This role encompasses functional management and direct technical contribution to the independent oversight and direction of qualification testing for system, product, and component level deliverables on projects and programs.  The successful candidate will have the technical knowledge capable of comprehensive verification and validation including fulfilment of project / program requirements, end-user failure modes, and scenario testing to ensure customer satisfaction. This role interfaces with internal and external customers to refine operational scenarios used in the qualification process and partners with matrixed staff from the broader community of subject matter experts.  Additional duties include overseeing the planning and staffing of the team, ensuring that resources are allocated effectively for product development projects and programs, with an emphasis on continuous improvement and adherence to established engineering processes.

Essential Functions:

  • Provide leadership to the definition, development, scheduling, and execution of verification and validation activities on projects in collaboration with functional test teams to ensure a comprehensive test approach of project / program deliverables.
  • Through evaluation of concepts of operation (CONOPS), use-cases, and end-user assessments, identify potential failure modes for project deliverables and establish validation plans to drive quality.
  • Drive completion of CDRL documentation deliverables such as Requirements Verification Traceability Matricies (RVTM), Test Plans / Procedures, and Results Reports in accordance with government contracts.
  • Collaborate with functional test teams to define requirements allocation, complete requirements-to-test linking, and track test failures throughout the design and development lifecycle.
  • Through partnership with project team members, execute Test Readiness Review (TRR) and System Verification Review (SVR) in alignment with organizational process documentation.
  • Work cross-functionally with the various integration and test functional teams and leadership to implement, measure, and improve new and existing engineering practices.
  • Optimize, harmonize, and standardize engineering execution through enhanced processes, tools, governance, and execution.
  • Establish strategic working relationships with engineering project managers as well as functional teams and technical leads.
  • Provide leadership in the development of technical staff through strategic hiring, mentoring, and training. 
  • Responsible for team coaching and development, as well career counseling for each individual with performance evaluations and career discussions throughout the year.
  • Review BOEs and other artifacts / deliverables for technical quality / process adherence.
  • Ability to obtain a US DoD Secret Clearance.

Qualifications:

  • Bachelor’s degree and minimum 12 years of prior relevant experience or Graduate degree and a minimum of 10 years prior related experience in Systems Engineering Management.  In lieu of a degree, minimum of 16 years of prior related experience in Systems Engineering Management

Preferred Additional Skills:

  • Experience leading and managing engineering teams.  Minimum 8 years of experience leading complex test and requirement verification programs.
  • Experience with system level laboratory and/or over-the-air testing of military communications equipment.  Strong experience with test development methodologies and system integration activities.
  • Demonstrated Project Management skills. PMP Certification preferred.
  • Experience interfacing directly with military customers to understand and refine operational requirements.
  • Ability to partner with process owners and team leaders to identify, recommend, and select process improvement projects, leveraging relevant business acumen.
  • Experience with product development process for defense environments, and tools that allow for development assessment, tracking, and reporting.
  • Experience with requirements management throughout the product development or program life cycle.
  • Proficiency in MS Office, Visio, JIRA, DOORS Requirements Management Software and Project.
  • Effective leadership, communication, and interpersonal skills, with an ability to collaborate with a diverse group of stakeholders to include leadership and other engineering functions.
  • Masters in Systems Engineering or other engineering discipline.

In compliance with pay transparency requirements, the salary range for this role in New York State is $130,500 - $242,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
