Job Description:
L3Harris is seeking a Program Manager to oversee Task Orders under the Odyssey (GEOINT Mod/Sim/Analysis) contract. Key functions will include monitoring program performance, managing the program’s schedule and milestones, providing guidance to the program’s integrated product teams (IPTs), coordinating with functional offices to ensure program compliance and to enable program support, leading program proposal efforts, and managing reporting requirements. A background with experience leading development programs with cross-functional teams is preferred for this position. Program Managers are expected to demonstrate team building, leadership, and communication skills by building relationships of trust with their teams, customers, peers, and leadership as well as effectively communicate with confidence including regular presentations and status updates to leadership.
Essential Functions:
• Responsible for managing and driving key performance indicators of cost, schedule, and technical performance
• Manage Task Order(s) schedule and completion of key milestones
• Manage Task Order(s) reporting requirements and contract data requirements list (CDRL) submission
• Assist personnel onboarding activities and personnel off-boarding activities as well as program staffing efforts to include populating StaffIt and coordinating with stakeholders on hiring actions
• Present program cost, schedule, and technical performance data and analysis in program review sessions with portfolio and Business Area leaders and/or customers
• Support program strategy and growth plans
• Support capture management efforts of additional scope and support technology roadmap and investment plans
• Responsible for budget management and financial execution of Task Order(s)
• Ensure efforts are executing within compliance with specifications, performance requirements, schedules, cost commitments, and internal policies and procedures
• Drive continuous improvements in operations performance to improve customer satisfaction, reduce project schedules, lower costs, and increase quality
• Active communication with key stakeholders (both internal and external)
• Active leadership engagement including establishing an accepting culture and strong team engagement and rapport
• Proactive communication with team
• Ability to communicate across levels of organization including creation and presentation of briefings to senior leadership (both internal and external)
• Fully understand customer mission gaps, constraints, and objectives
• Responsible for driving high levels of engagement on the program to ensure quality deliverables, efficient execution, and retention of key personnel
Qualifications:
• Current Active Top Secret/SCI Clearance
• Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience
Preferred Additional Skills:
• Experience with managing program risk and opportunities and in leading change management processes
• Experience managing programs with DoD or Intelligence Community Organizations
• Ability to build and maintain positive relationships with senior stakeholders across various functions
• Ability to influence decision-making processes by presenting clear, data-driven recommendations to senior stakeholders
• Ability to travel in support of program activities (up to 20% of the time)
• Proficiency in building and managing technical development teams
• Ability to manage and analyze budgets and cost controls on a cost-plus and fixed-price program
• Strong written and oral communication skills
• Experience briefing senior leaders and customers
• Knowledge of modeling and simulation of GEOINT imagery
• Engineering or science background
• Experience managing software development efforts
• Experience with customers within the Intelligence Community or Department of Defense
• Strategic thinker with capacity to manage business complexity and to identify and focus on top priorities
• Knowledge of Earned Value Management concepts
• Strong planning and time management skills
• Strong interpersonal and collaboration skills
In compliance with pay transparency requirements, the salary range for this role in New York state is $108,500-$201,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
