Essential Functions:

  • Supports a variety of contract types for both services and products in a commercial and/or traditional US Government contracting environment.
  • Develops, negotiates, and administers contracts while monitoring compliance with government acquisition and export control regulations.
  • Interacts directly with customers and senior management personnel.
  • Drives major efforts such as proposals from a contracts perspective, coordinating with all involved functions.
  • Contributes to the preparation and analysis of the business and financial structures of proposals, contracts, agreements and business unit operational initiatives.
  • Participates in new business pursuit strategies, and presents a complete business position in bid and no bid recommendations.
  • Participates in the business analysis and review of proposed business terms, costs, risks and opportunities during cost and price reviews.
  • Contributes in proposal estimating, pricing, and documentation requirements.
  • Drafts, negotiates, and reviews agreements such as Teaming, Non-Disclosure, Licensing, Escrow, and other legal documents.
  • Reviews regulatory & policy changes for impact and makes recommendations to ensure continued compliance with all applicable procurement regulations and policies.
  • Serves as the primary facilitator of commercial negotiations, both domestically and internationally
  • Identifies and helps execute opportunities to improve programmatic financial positions during contract administration.
  • Processes timely and accurate entries into and management of an Enterprise Resource Planning (ERP) system
  • Demonstrates self-motivation and agility as the primary focal point for all Contractual matters within the Division. Operates collaboratively with a high degree of independence.

Qualifications:

  • Requires comprehensive level knowledge of job area. May have in-depth knowledge of project management. Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Must have a minimum of 10 years’ experience in negotiating, drafting and administering complex government and/or commercial contracts.
  • Must have knowledge of procurement regulations (e.g. FAR, DFARS)
  • Demonstrated capability negotiating contractual matters in government and/or commercial setting
  • Experience managing and utilizing an ERP System to facilitate Contracts records and bookings

Preferred Additional Skills:

  • MBA Preferred
  • Must possess excellent written and oral communication skills with a proven ability to work well in a team environment
  • Experience with export control regulations (ITAR, EAR), and international commercial principles such as INCOTERMS.
  • Experience in a commercial contracting environment preferred

In compliance with pay transparency requirements, the salary range for this role in NYC area is $108,000.00 - $201,000.00
