Job Description:

The Proposal Program Manager (Proposal PM) collaborates with the PSPC Proposals Department, adhering to proposal management guidelines. They will utilize the relevant Proposal PM Processes to develop and assemble winning proposals that meet our customers' needs. Proposal PMs may also be selected to join negotiating teams.

The ideal candidate is an experienced professional with a strong understanding of their job area and practical project management knowledge. They will manage proposals under general supervision and communicate with contacts both within and outside their department to explain and interpret operational processes, practices, and procedures. Additionally, they will recommend enhancements to systems and processes.

 

Essential Functions:

  • Reviews customers’ critical communications system requirements and contributes to innovative and cost-effective solutions to meet those requirements.
  • Manages proposal phases from inception through handoff to implementation teams, ensuring effective communication with internal and external contacts (e.g., customers, vendors).
  • Drives proposal execution to achieve key business and financial objectives, such as orders, operating income, and free cash flow, while influencing overall objectives.
  • Estimates services costs within provided parameters.
  • Prioritizes responsibilities to meet proposal deadlines.
  • Creates risk registers by identifying, analyzing, and developing response plans for risks associated with implementing programs based on customer requirements and inputs from subject matter experts.
  • Develops resource-loaded implementation schedules.
  • Prepares assigned Project Management proposal write-ups, including compliance responses, implementation plans, responsibility matrices, schedules, change management, and risk management.
  • Reviews work products in the proposal effort to ensure completion and quality.
  • Provides program management assessments and briefings to management.
  • Contributes enhancements or improvements to systems and processes to solve problems or improve job area effectiveness.
  • Up to 30% travel within region

 

Qualifications:

·    Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

 

Preferred Additional Skills:

·   Excellent written and verbal communication skills. Ability to write and organize information in a professional and credible manner.

·   Experience in risk and opportunity management.

·   Project Management Professional (PMP) certification.

·   Experience in Land Mobile Radio (LMR) and/or cellular implementation.

·   Experience in site civil construction.

·   Knowledge of L3Harris Products and Services.

·   Professional experience using MS Project to build and manage schedules.

·   Prior use of Microsoft Office tools including MS Project, MS Excel, and MS Word

 

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $108,500 - $201,500. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $125,000 - $232,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
