Job Description:

L3Harris Technologies, Inc. is looking for a Junior Personnel Security Specialist to join the Personnel Security Team and support the Special Access Programs. This position will report to the Personnel Security Manager. Responsibilities include ensuring that members submitted to sensitive and classified programs meet strict personnel security requirements by reviewing and maintaining personnel security packages, assisting employees with completing reporting requirements, and interfacing with both internal and external security customers. 

This team member will also manage DoD security clearances, handle visitor notifications, review foreign travel requests, and provide feedback to ensure members complete their security clearance documentation accurately and thoroughly. Additionally, this individual will conduct pre-screening security reviews for all newly hired personnel.

The selected candidate will perform duties as part of the Personnel Security (PERSEC) team at the Plano Texas, K Avenue facility.

This is an intermediate-level position requiring practical knowledge of the security field. The individual works under moderate supervision, sets goals for their own work, and communicates with internal and external partners to explain and enforce security practices. They monitor changes impacting their area of responsibility and contribute to operational goals that support the department's success.

The Advanced Systems & Technologies (AS&T) division, a part of L3Harris' Agile Development Group, focuses on developing next-generation capabilities such as advanced Unmanned Air Systems (UAS/UAV), state-of-the-art radar technologies, next-generation weapon systems, and RF sensing solutions. Essential Functions:

  • Maintain security program policies to ensure ongoing compliance with regulations such as 32 CFR, Part 117, IC, DoDM 5205.07 vol 1-4, and other requirements for all classified programs under purview.
  • Ensure personnel security packages are compliant to support access requests for Special Access Programs.
  • Develop innovative processes to improve and streamline program procedures and optimize efficiency.
  • Collaborate with leadership and program managers to ensure processes are integrated across the Security Division.
  • Conduct security-related employee briefings, including indoctrination, debriefings, courier responsibilities, closed area protocols, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings.
  • Collect metrics, perform data analysis, and submit reports to managers and senior management as required.
  • Maintain records and databases related to Personnel Security Clearances and accesses.
  • Analyze and investigate security incidents and violations and prepare reports for internal and external customers.
  • Conduct and/or participate in internal reviews and government inspections.
  • Maintain multiple PERSEC databases, including JADE, DISS, and SIMS.
  • Process PARS in accordance with SAPNP guidance.

Qualifications:

  • Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.
  • Ability to obtain/maintain a SECRET security clearance. 

Preferred Additional Skills: 

  • Knowledge of Joint Access Database Environment (JADE).
  • Knowledge of Defense Information System for Security (DISS).
  • Understanding of Personnel Security as it applies to DoDM 5205.07.
  • Familiarity with the Personnel Security (e-QIP) application process and justification requests.
  • Knowledge of Security Information Management System (SIMS).
  • Proficiency in Microsoft Word, Excel, and Access.
  • Must communicate effectively and professionally.
  • Must interact well with individuals of varying importance, multicultural customers, and personnel.
  • Must be able to perform effectively under stressful conditions.
  • Must be capable of working both collaboratively as part of a team and independently as a self-starter.
  • Experience with Personnel Security preferred.
  • Familiarity with and maintain security clearance processing databases, including DISS, NBIS, Scattered Castles, and SWFT, as well as JADE and SIMS.
  • Active SECRET security clearance preferred.
