Job Description:

The L3Harris Communications Australia (L3HCA) Deputy Program Manager (DPM) is responsible for supporting the Program Manager (PM) in the execution and delivery of acquisition and sustainment contracts to the customer. The DPM will provide daily operational management and coordination of Program activities to ensure successful delivery of Products and Services in accordance with contractual, schedule, cost and performance requirements.

 

The DPM will work closely with the PM and internal functional teams to ensure the Program maintains effective processes, procedures, reporting and resource coordination to support ongoing operational success. The DPM will be responsible for the day-to-day management and oversight of operational Program requirements, including coordination across engineering, logistics, maintenance, training, Field Service Representatives (FSR), subcontractors and contract resources.

 

The DPM will act as a key customer interface for operational Program activities and will deputise for the Program Manager as required, including representing L3HCA in customer engagements, Program reviews and internal governance activities. The DPM will support the PM in ensuring the Program is managed and reported openly and in sufficient detail to provide clear understanding across all L3HCA functional streams and with L3HARRIS US where required.

The DPM will work independently with general oversight and engage with all internal L3HCA functions as necessary to achieve Program outcomes.

 

Essential Functions:

 

  • Support the Program Manager in the execution of Program cost, schedule, performance, quality and operational delivery requirements.
  • Provide daily operational management and coordination of Program activities to ensure achievement of contractual deliverables and customer expectations.
  • Deputise for the Program Manager as required, including leading meetings, customer engagements, internal reviews and operational decision-making activities.
  • Coordinate and monitor engineering, logistics, maintenance, training, FSR and subcontractor work packages in support of Program outcomes.
  • Define, manage and monitor operational delivery and support requirements under the Product Delivery Schedule, Statement of Work (SOW), CDRL’s and CSRL’s.
  • Support the management of key stakeholders, including subcontractors and suppliers, ensuring alignment to contractual responsibilities, processes and delivery schedules.
  • Assist with the preparation and coordination of Program reporting, business plans, schedules, forecasts, risk registers, budgets and operational reviews.
  • Support the identification, management and mitigation of Program risks, issues and opportunities.
  • Ensure compliance with Contract requirements, Commonwealth of Australia (CoA) obligations, L3HCA Policy, Technical Regulatory Framework (TRF) and applicable Quality Standards.
  • Provide Program management services that enable effective liaison and passage of information between L3HCA, the customer, subcontractors and L3HARRIS US.
  • Support customer relationship management activities and maintain effective communication with customer representatives regarding Program execution, schedule and operational matters.
  • Contribute to Program performance improvement initiatives and enhancements to operational systems and processes.
  • Coordinate with internal functional managers to ensure consistency of service delivery and effective resource allocation.
  • Participate in contractual discussions, change management activities and proposal support activities as directed by the Program Manager.
  • Establish and monitor Program milestones, schedules and operational performance measures to support successful Program execution.
  • Domestic travel may be required to Melbourne/Canberra (or elsewhere as required), less than once per month.

 

Qualifications:

 

  • Minimum 6+ years of relevant Program and/or Project Management experience within Defence, Aerospace or a related technical industry.
  • Knowledge and experience with CASG ASDEFCON Contract Management principles and practices.
  • Experience coordinating operational Program delivery activities across multiple functional disciplines.
  • Understanding of Supply Chain, Logistics and Repair/Maintenance management principles.
  • Demonstrated experience managing Program deliverables, schedules, KPI’s and operational outcomes.
  • Proven experience in customer-facing roles and stakeholder engagement.
  • Current Australian SECRET Security Clearance.
  • Bachelor’s Degree in Management, Business, Engineering or related discipline with a minimum of 6 years of prior relevant experience; or
  • Graduate Degree with a minimum of 4 years of prior related experience; or
  • In lieu of a degree, a minimum of 10 years of prior related Program Management experience.

This role would suit a candidate with experience within the Defence Industry who possesses strong communication, coordination and relationship management skills, with the ability to operate effectively within a matrix organisation and support complex Program delivery activities.
