Job Description:
L3Harris Technologies is seeking an experienced Technical Writer to work with our Proposal Operations Team. As a Proposal Tech Writer with comprehensive knowledge of the proposal lifecycle from inception to submission, you play a critical role in all facets of the process. Your expertise allows you to instruct the authoring community on the nuances of the Proposal Process. You are tasked with classifying documents in accordance with DoD 5200.48 and DoD 5200.01M Vol 2 standards, ensuring portion markings are correctly applied (when applicable). Your responsibility extends to guaranteeing the integrity and clarity of program documentation by utilizing Microsoft Office applications to produce error-free technical volumes, specifications, and other documents within established templates. Consistency in language, tense, and format is paramount, and you coordinate closely with Data Management and Project Managers to meet deadlines and comprehend special handling needs, fostering on-time, quality deliveries. Working independently, you exhibit meticulous attention to detail and manage multiple projects with minimal supervision. You also develop authoring milestones to maintain timely submissions, delegate writing tasks with precise instructions, and establish internal review timelines in sync with project management. Your experience in marking classified documents with appropriate distribution, destruction, and declassification information including foreign disclosure statements, is essential for maintaining security in a classified environment.
Essential Functions:
• Responsible for determining classification on all documents per DoD 5200.48 and DoD 5200.01M Vol 2 requirements to include any portion markings required on documents
• Responsible for ensuring high-quality program documentation content and data by performing technical writing within the confines of pre-established template compliance including Proposals Technical Volumes/Cost Volumes, specifications, software baseline documents, briefings, minutes, and other documents utilizing all Microsoft Office Applications
• Responsible for ensuring accurate data/documentation is clear, concise, and free of errors
• Responsible for ensuring consistency in tense and format of products
• Coordinate with Data Management and Project Managers to ensure scheduled due dates are met and special handling requirements are understood to ensure on-time quality delivery
• Responsible for developing authoring milestones to ensure deliverables are submitted on time
• Delegate writing assignments to other authors while delivering clear guidance of writing goals in accordance with DoD standards and RFP requirements to ensure the customer’s objectives, mission, and budget are articulated clearly
• Establish internal review delivery dates and coordinate with the project manager for delivery of documents into the review process
• Properly mark classified documents with Distribution, Destruction, and Declassification Information, proper classified markings, and foreign disclosure statements
Qualifications:
• Must Have an Active Secret Clearance
• Bachelor’s Degree and a minimum of 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience; Or, in lieu of a degree, minimum of 10 years of prior related experience
Preferred Additional Skills:
• Ability to work independently under only minimal supervision, have a high degree of attention to detail, and be trusted to enable on-time quality delivery of all required deliverable documents for multiple projects or proposals in a dynamic work environment
• Experience with proper marking for DoD classified documents, foreign disclosure statements, and working in a classified environment
• Knowledge of the life cycle of the Proposal Process from beginning to submission and is an active stakeholder in all aspects of the Proposal Process
• Ability to educate authoring community on Proposal Process
• Proficiency with Microsoft Office Suite (Word/Excel/PowerPoint/Outlook)

In compliance with pay transparency requirements, the salary range for this role in Colorado state and New York state is $75,000-$139,000. The salary range for this role in Virginia - Greater Washington, D.C. area is $86,500-$160,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
