Job Description:  

 

This individual will efficiently manage our fast-paced Personnel Security team to ensure L3Harris stays in compliance with all customer PERSEC requirements. The role involves developing and implementing an effective security education and awareness training program, facilitating program briefings, identifying individuals for debriefing (proactively for the sponsors COTR and BU leads). Responsibilities include supervising a team who processes personnel security applications, determining reciprocity for investigations, and maintaining security databases as accurate systems of records. Additionally, the role requires interfacing with various levels of the customer and business organization, handling sensitive inquiries, mentoring newer members of the team, and preparing correspondence and reports using Microsoft Office / Tableau. The candidate will also support routine and non-routine administrative tasks related to project/program efforts.

 

Essential Duties and Responsibilities:

 

  • Oversight and leadership of the I&C PERSEC team
  • Ensures all Intel and Cyber programs are in compliance in accordance with customer PERSEC requirements
  • Assist with developing and implementing an effective PERSEC education and awareness training program (e.g. reporting requirements)
  • Briefing individuals on their responsibilities of having and maintaining a security clearance
  • Debriefing individuals who are terminating or no longer need their security access
  • Conduct processing of personnel security applications for perspective candidates and employees. Determine whether subjects of investigation can be granted reciprocity by a completed investigation from another agency.
  • Use of security databases, such as, DISS. Familiarization with DoD guidance and 32 CFR Part 117 NISPOM.
  • Use customer systems to initiate and invite personnel to complete their questionnaire in the appropriate U.S. Government system.
  • Review investigative documents completed by personnel for errors, omissions, and quality.
  • Work with applicants and points of contact (Security, HR, Program) on case issues.
  • Receive notification from U.S. Government regarding background investigation case matters and refer such information to appropriate staff personnel.
  • Perform security functions to include updating and maintaining personnel security databases and repositories and creating employee security records.
  • Handle sensitive inquiries made by internal and external customers and employees.
  • Follow-up on correspondence from both internal and external customers requiring review, approval and /or response.
  • Respond to telephone or written inquiries on complex matters, pending case questions, and status requests.
  • Prepare correspondence, reports, and other materials which involve the use of Microsoft Office.
  • Assist with routine and non-routine administrative requirements on project/program related efforts.

 

Qualifications:

 

  • Security Clearance: TS/SCI
  • Bachelor’s degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.

 

Preferred Additional Skills:

 

  • Willingness to submit to a CI or FS polygraph
  • Working knowledge of the Security Information Management System (SIMS)
  •  Excellent customer service via phone and face to face conversation, excellent written and oral skills
  • Ability to interpret and follow specific written and oral instructions and communicate orally and in writing
  • Familiarity with DISS
