Title:  Specialist, Supply Chain Property Management

Job Description: Ensure property guidance and training is available to assigned company personnel on the application of business system processes, interpretation of laws and Federal Acquisition Regulation (FAR) and other government and company compliance requirements. Assist in the management of the asset management records database, including accurate input of new records and updates to existing records. Ensure tracking and retention of audit artifacts. Lead/Support various DCMA audits such as Systems, FFP, FICP, Cost Accounting System and Mandatory Annual Audit Requirements to include interaction with DCAA and DCMA regarding audit related issues. Contributes to the preparation of asset management reports as needed, including data for financial reports, physical inventory reports and results, lost equipment, self-assessment results and additional reports. Analyze the asset portfolio to identify areas for potential re-utilization or increased utilization of assets to reduce capital expenditures. Interfaces with customers, auditors, senior management, and other internal stakeholders for all asset management matters. Lead internal and external audits including quarterly self-assessments. Responsible for providing guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements. Learn and apply Sarbanes-Oxley regulations, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP) and L3Harris financial policies and applied to asset acquisition and disposition. Evaluate overall asset management program effectiveness. Identify and correct process deficiencies and propose solutions for continuous improvement.

Essential Functions: Assist in leading the execution of Segment wide property compliance initiatives and activities and serve as a liaison with DCMA/DCAA and internal audit stakeholders.  Oversee the operational ownership of property management outcomes/elements including contractor self-assessment, subcontractor reviews and property closeout activities.  Maintains Segment level policies, procedures, work instructions, and training material across a multi-ERP landscape.  Oversee performance metrics related to all elements of property management and system compliance. 

Qualifications:

  • Strong knowledge of job area and broad knowledge of project management. Experience with a proven ability to lead cross-functional project teams in a complex, matrixed environment.
  • Demonstrated knowledge in Property compliance execution and government audit readiness, including direct ownership of successful DCMA/DCAA audit outcomes.
  • Bachelor’s Degree with a minimum of 4 years of prior related experience (or Master’s Degree with 2 years; or 8 years of experience in lieu of a degree).
  • Strong background in ERP systems, especially SAP S/4HANA and CostPoint, and the ability to partner with IT on integration and data integrity efforts.
  • Working knowledge of FAR 52.245-1 and related FAR/DFAR clauses impacting Property management and government contracts.
  • U.S. Citizenship required; must be able to obtain and maintain a DoD security clearance if required.

Preferred Additional Skills:

  • Proficient in MS Office Suite & SAP Experience
  • Strong Written and Verbal Communication Skills
  • Working knowledge of FAR & DFAR Regulations, specifically 252.242-7004 and 52.245-1
  • Familiarity with government property management and related audits
  • LEAN or Six Sigma certification with hands-on kaizen or project management experience
  • Experience managing Property compliance across multiple ERP systems or business units

 

In compliance with pay transparency requirements, the salary range for this role is $61,000-121,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
