Job Description:
- Support all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with general and moderate direct supervision.
- The acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
- Procurement requirements typically involve moderately complex hardware and software, often utilizing a Statement of Work and with time sensitive delivery deadlines.
- Draft and negotiate (with supervision) contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
- Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
- Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
- Responsible for initiating and managing supplier corrective action measures when necessary.
- Develop and maintain working relationships with cross-functional partners.
- Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders.
- Ensure budget and sales forecast performance is met.
Essential Functions:
- Motivated self-starter well versed in Subcontract Management Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost
- May manage projects within set boundaries or under general direct supervision
- Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
- Operate with sense of urgency and within tight deadlines
- Demonstrate a strong attention to detail and a high degree of accuracy
- Must be able to communicate effectively with a wide array of professional levels and functions
- Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance
- Support Small Business Initiatives
- Ability to generate spending plans, payment forecasts, and variance reports
- Follow strategic direction set by Program and functional leadership
- Experience managing budgets and sales forecasting
- Strong verbal and written communication skills
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
- Experience in Microsoft Office suite of tools, including Outlook.
Preferred Additional Skills:
- Experience in Government Contracting/Subcontracting
- Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
- Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
- Previous experience using Material Requirements Planning (MRP) systems
