Job Description:

The Senior Specialist, Creative Services within the Proposal Center of Excellence (COE) partners with the Senior Manager of Creative Services and proposal leadership to support high-visibility, mission-critical pursuits. This role is responsible for developing compelling, compliant, and visually strategic proposal graphics that clearly communicate complex technical solutions to U.S. Government and defense customers.

 

This position plays a critical role in active capture and proposal efforts by creating and refining infographics, annotated system diagrams, solution architectures, executive briefings, oral presentation visuals, and customer-facing proposal volumes. The Senior Specialist ensures graphics strengthen win strategies, align with Section L/M requirements, and position L3Harris as the Trusted Disruptor in the Aerospace and Defense industry.

 

The ideal candidate thrives in a fast-paced proposal environment and demonstrates both independent ownership and team leadership. This role requires direct coordination with Proposal Managers, Capture Leads, authors, engineers, and executive stakeholders to understand schedules, milestones, and compliance requirements. The Senior Specialist proactively gathers technical input, communicates graphic requirements, and ensures deliverables are accurate, compliant, and on schedule.

 

A strong understanding of branding standards, compliance-driven formatting, visual hierarchy, and strategic storytelling is essential. The role also requires initiative in adopting emerging design tools and AI-enabled technologies that enhance proposal efficiency and effectiveness.

 

Essential Functions:

  • Develop high-impact, compliant proposal graphics using Adobe Creative Cloud (Illustrator, InDesign, Photoshop) and Microsoft PowerPoint
  • Translate complex technical concepts into visually compelling, customer-focused graphics aligned to win strategy and evaluation criteria
  • Ensure all deliverables comply with Section L/M requirements, enterprise branding standards, and visual best practices
  • Lead graphics efforts on assigned proposals, coordinating directly with Proposal Managers, Capture Leads, volume leads, and SMEs
  • Manage multiple concurrent proposal efforts in a high-intensity surge environment, maintaining schedule discipline and accountability
  • Provide mentorship and guidance to junior designers to ensure quality, consistency, and best-practice execution
  • Maintain strict attention to detail, version control, and quality assurance throughout the proposal lifecycle
  • Represent the Proposal Center of Excellence in color team reviews, final production reviews, book checks, and submission readiness activities
  • Archive and manage proposal files in accordance with company records management and retention practices
  • Leverage AI-enabled design tools and workflow efficiencies to improve proposal production timelines and quality
  • Support occasional overtime and extended hours as required to meet critical submission deadlines

 

Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • 5+ years of experience supporting government contracting and complex proposal development efforts
  • Active TS/SCI security clearance

 

Preferred Additional Skills:

  • Ability to manage multiple deadlines in a high-accountability, fast-paced proposal environment
  • Familiarity with Microsoft Teams, SharePoint, and controlled document management environments
  • Willingness and ability to work on-site in Palm Bay, FL and travel as needed to support on-site proposal efforts
  • Strong understanding of government contracting lifecycle phases and proposal processes
  • Familiarity with capture management, business development, and program management organizations
  • Experience supporting oral presentations and executive-level customer briefings
  • Demonstrated ability to contribute to win strategy through visual storytelling and competitive positioning
  • Experience mentoring designers and contributing to process improvement initiatives
  • Working knowledge of AI-enabled design platforms, automation workflows, or proposal production tools
  • Advanced proficiency in Adobe Creative Cloud (Illustrator, InDesign, Photoshop) and Microsoft PowerPoint
  • Proven ability to develop Section L/M-compliant proposal graphics that strengthen evaluation scoring
