Job Description:
L3Harris Technologies is seeking a highly motivated and innovative technical leader to serve as a Lead Pursuit Engineer (LPE)/Chief Engineer for a large space mission / program in the concept, capture, and proposal phase. This role is focused on shaping the technical baseline for the pursuit and preparing the solution for a successful transition into development. The LPE/Chief Engineer will serve as the technical baseline lead across capture and proposal, responsible for architecture development, requirements maturation, solution definition, technical discriminators, reuse strategy, technical risk and opportunity management, and planning for executable technical scope, cost, and schedule. Following pursuit, this role is expected to provide continuity into program execution by helping establish engineering strategy, drive cross-functional technical alignment, and support holistic engineering performance across cost, schedule, and technical execution. This leadership role is responsible for driving a cross-functional engineering team to mature a compelling, affordable, and executable solution aligned to customer mission needs and business objectives. This position will have a direct interface with customers, suppliers, and stakeholder leadership. The position is located in Palm Bay, FL and will be primarily on-site work in unclassified and classified facilities.
The LPE/Chief Engineer will partner closely with engineering disciplines, operations, supply chain, business development, finance, program management, security, and quality to develop the integrated technical baseline for the bid and support a disciplined transition into development and later execution. In addition, this role will own preparation of technical baseline packages, proposal cost estimates, proposal technical volume inputs, trade studies, design-to-cost planning, reuse strategy, and customer-facing technical material. Once the program moves beyond capture, this role will help drive engineering strategy aligned to program and business priorities, support engineering plans and resource alignment, and promote adherence to quality, safety, regulatory, and organizational process expectations. This is also a growing business area and additional new business opportunities are expected.
Essential Functions:
- Full responsibility for development and ownership of the integrated technical baseline across capture, proposal, and early development transition activities on the program.
- Lead and integrate cross-functional teams to define architecture, requirements, design concepts, technical discriminators, and executable plans aligned to customer mission needs.
- Serve as the primary technical decision-maker for the pursuit baseline and communicate key technical positions, assumptions, risks, and opportunities to leadership, customers, and teammates.
- Lead complex activities, including concept development, architecture trades, requirements definition, MBSE and modeling, design analysis, and verification planning.
- Apply knowledge of DoD missions, with emphasis on space systems, to shape competitive, affordable, and executable mission solutions.
- Own technical review content and proposal artifacts, including technical baseline packages, proposal cost estimates, technical volume inputs, BOEs, should-cost or Design-to-Cost activities, and customer-facing technical material.
- Provide continuity from pursuit into program start-up by helping establish engineering strategy, technical plans, priorities, and resource alignment that support executable development and later program success.
- Provide mentorship, guidance, and leadership to other engineers and serve as a technical voice of the customer for the pursuit.
- Establish and actively manage technical risks and opportunities, including cost-influencing technical decisions, mitigation strategies, and corrective actions for engineering issues.
- Partner with Independent Review Teams and key stakeholders to improve pursuit readiness, proposal quality, and transition readiness into development.
- Support holistic engineering performance by promoting cross-functional integration and adherence to applicable quality, safety, regulatory, and organizational process expectations as the program matures.
Qualifications:
- Bachelor's Degree and a minimum of 15 years of prior relevant experience (accredited course of study in Electrical Engineering, Physics, Mathematics, Computer Science, or another relevant STEM field). Graduate Degree and a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience. Experience with best practices for project engineering, capture and proposal execution, early lifecycle development, and program execution.
- Active TS/SCI Security Clearance Required
Preferred Additional Skills:
- Experience in an engineering leadership role, such as Lead Pursuit Engineer, Chief Engineer, Chief Systems Engineer, Integrated Product Team (IPT) Lead, Project Engineer, Technical Director, or similar role.
- Experience leading capture, proposal, architecture maturation, technical baseline development, or early lifecycle execution for defense or space systems programs. Experience presenting to program leadership and external customers for technical reviews, pursuit gate reviews, technical negotiations, trade studies, requirements discussions, and data analysis.
- Experience with Design-to-Cost, reuse strategy, MBSE, modeling, engineering planning, cross-functional resource coordination, or other advanced engineering practices is a plus.
