L3Harris is seeking a dynamic Subcontracts leader who will be responsible for researching and benchmarking current market conditions/trends, developing technologies, supply chain capacity/capability, product knowledge, customer requirements and supply/demand challenges for each commodity. The successful candidate will partner closely with Business Development, Capture, Contracts, Program Management, Finance and Legal teams, ensuring subcontracting strategy supports competitive proposal while maintaining compliance with customer requirements, corporate policies and applicable federal regulations.
Essential Functions:
- Manage, mentor, grow and develop a team of direct reports
- Lead the full lifecycle of subcontract administration from proposal development through subcontract closeout
- Develop and execute subcontracting strategies that support business objectives and customer requirements.
- Manage complex subcontract negotiations, awards, modifications, performance monitoring and closeout activities.
- Serve as the primary escalation point for subcontract-related issues, risk and compliance matters.
- Oversee team operations, performance, and productivity to achieve organizational goals
- Key responsibilities include hiring, training, fostering employee engagement, and adhering to company policies
- Leverage analytical skills for problem solving and making informed decisions
- Provides advanced expertise in support of all aspects of the Supply Chain Strategy, Sourcing, and Supplier Performance Management of highly complex and technical products & services
- Establish a strong network and foster collaboration with internal customers, suppliers, key stakeholders, and team members
- Implement a rigorous and disciplined process for managing the supply base
FAR Part 15 Expertise
- Provide expert guidance on FAR Part 15 negotiated procurements and subcontracting requirements.
- Interpret solicitation requirements and ensure subcontracting activities align with applicable FAR, DFARS, agency supplements, and prime contract requirements.
- Advise internal stakeholders on compliance risks and procurement strategies associated with government acquisitions.
Proposal and Capture Support
- Support capture and proposal teams in the development of competitive subcontracting solutions for U.S. Government proposals.
- Coordinate and manage subcontractor participation during proposal development.
- Review and evaluate subcontractor proposals for compliance, technical acceptability, and cost competitiveness.
- Lead subcontractor negotiations and support proposal pricing reviews.
- Ensure timely collection of subcontractor proposal documentation and certifications required for proposal submission.
Flowdown Compliance
- Analyze prime contract and solicitation requirements to identify mandatory contractual flowdowns.
- Develop and maintain subcontract templates and flowdown matrices.
- Ensure all subcontract agreements incorporate required FAR, DFARS, customer, and regulatory clauses.
- Collaborate with Contracts and Legal teams to resolve complex flowdown and compliance issues.
Pricing Analysis and Cost/Price Evaluation
- Perform detailed price analyses and cost analyses in accordance with FAR requirements.
- Evaluate subcontractor pricing proposals for reasonableness, adequacy, and compliance.
- Review cost elements including labor, materials, indirect rates, and fee structures.
- Prepare negotiation memoranda, price analysis reports, and subcontract award documentation.
- Support audits and customer reviews related to subcontract pricing and procurement activities.
Certifications and Regulatory Compliance
- Ensure subcontractor compliance with required certifications, representations, and regulatory requirements.
- Manage collection and validation of certifications supporting proposal submissions and contract performance.
- Maintain procurement files and documentation consistent with government audit requirements.
- Support internal and external audits conducted by customers, DCAA, DCMA, and other regulatory agencies.
Leadership and Team Development
- Lead, mentor, and develop subcontract professionals.
- Establish best practices, policies, procedures, and training programs.
- Drive continuous process improvements to enhance compliance, efficiency, and proposal responsiveness.
- Foster strong relationships with internal stakeholders and external subcontractor partners.
Qualifications:
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience subcontract management, procurement, contracts, or supply chain management supporting U.S. Government contracts. Graduate Degree and a minimum of 10 years of prior related experience subcontract management, procurement, contracts, or supply chain management supporting U.S. Government contracts. In lieu of a degree, minimum of 16 years of prior related experience subcontract management, procurement, contracts, or supply chain management supporting U.S. Government contracts.
- Minimum 5 years of leadership or management experience.
- 5 years experience with FAR, FAR Part 15 and negotiated procurements, DFARS, and other federal procurement regulations.
- Demonstrated experience negotiating and managing subcontracts with major industry competitors at total Subcontract values in excess of $75M
- Ability to acquire a Secret Clearance within 6 months of hire date.
Preferred Additional Skills:
- Demonstrated experience supporting federal proposal development and capture efforts.
- Experience conducting cost and price analyses and documenting subcontract negotiations.
- Proven expertise in identifying and implementing contractual flowdowns.
- Experience managing subcontractor certifications and compliance requirements.
- Strong negotiation, analytical, communication, and organizational skills.
- Ability to manage multiple priorities in a fast-paced government contracting environment
- Advanced degree (MBA, Master's, or Juris Doctor).
- Professional certifications such as CPCM, CFCM, CPSM, or PMP.
- Experience supporting Department of Defense (DoD), Intelligence Community, Civilian Agency, or NASA contracts.
- Familiarity with Cost Accounting Standards (CAS), Truthful Cost or Pricing Data requirements, and DCAA audit expectations.
- Experience with major contract vehicles, IDIQs, GWACs, and large-scale federal programs.
- Active U.S. Security Clearance or ability to obtain one.

In compliance with pay transparency requirements, the salary range for this role is $133,000-247,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
