Job Description:

 

The Program Management Excellence (PMX) team within the Space and Airborne Systems (SAS) business segment is looking for an experienced Proposal and Program Manager well-versed in Basis of Estimate (BOE) Tools and proposal training delivery to serve as the segment leader for BOE tool and proposal training. The ideal candidate will also play a pivotal role in shaping the development of a new BOE tool as well as additional / future enhancements to the SAS proposal training curriculum. The successful candidate will also work effectively with the other members of the PMX staff, functional partners, and the corporate office on priority initiatives and special projects.

 

Essential Functions:

 

BOE Tool Responsibilities:
• Primary owner for legacy (L3Harris-developed) BOE tool
• Team participant for shaping of future (purchased / tailored) BOE tool
• Coordination with the IT team on development and capability enhancement(s)
• Support to proposal teams’ utilization, issue resolution, and troubleshooting

 

Training Delivery Responsibilities:
• Basis of Estimate (BOE)
• Work Breakdown Structure (WBS)
• Cost Estimation
• Cost Volume

 

Segment and Corporate support Responsibilities:
• Participation in SAS proposal council
• Government compliance / audit support
• Visible Thread (tool utilization)
• Participation in non-advocate Reviews (NARs)
• Priority initiatives and special projects

 

Qualifications:

 

• Bachelor’s Degree and a minimum of 12 years of prior relevant experience; Or, Graduate Degree and a minimum of 10 years of prior related experience; Or, in lieu of a degree, a minimum of 16 years of prior related experience
• Ability to obtain US Government security clearance

 

Preferred Additional Skills:

• Prior proposal management experience
• Prior BOE tool experience
• Prior training delivery experience
• Ability to present to executives/management on important topics
• Ability to work independently, identify problems, and propose solutions
• Ability to work cross-functionally, across geographically disbursed teams
• Ability to travel up to 25%
• Prior experience providing instructional training to program team(s)
• Knowledge of the Business Acquisition Process (BAP)

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $180,500-$335,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $157,000-$291,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
