Job Description:
The Integrated Mission Systems segment of L3Harris is seeking an experienced finance professional to be the Program Controls subject matter expert on Earned Value Management (EVM) within the segment. With current revenues of approximately ~$7 billion, the IMS segment is a growing and highly dynamic business consisting of diverse business models, robust pipeline, U.S. government and international offerings and complex entity structures across both domestic and international operations. This position is responsible to work with the operating sites, and in conjunction with Program Management Excellence (PMX) organization, to establish the segment’s finance program performance management policy requirements, training and tools. Application of these policies will apply to both for full and tailored earned value programs (EV lite).
The successful candidate will serve as the finance EVM Program controls expert responsible to drive/direct program teams toward compliant EVM business practices utilizing standard processes in alignment with government/customer EVM requirements and/or internal L3Harris EVM policies and procedures. This position requires tactical and strategic vision to ensure the overall EVM health and compliance of the IMS segment. The candidate must be an analytical and self-directed thinker with the capability to provide solutions to complex EVM process and challenges. Must have the ability to work independently, proactively, and objectively to assess EVM performance data for a diverse variety of program types and appropriate program EV application.
Essential Functions:
- Contract and Company Program Performance Management
- Ongoing creation and enhancement of the Earned Value Management (EVM) processes in collaboration with the Program Management leadership team
- Assist with ensuring the overall EVM health of IMS Segment programs against customer and internal performance management policy requirements
- Ongoing enhancement and refinement of the Earned Value Management (EVM) processes in collaboration with the Program Management leadership team
- Must be extremely analytical and able to assess and interpret large amount of EVM data, metrics, and trends
- Create and train program finance employees on EVM policies and procedures
- Support DCMA or inter control audit groups as required, helping organization to help alleviate Earned Value Management System risk
- Support programs as required in preparation for Internal Surveillance Reviews (ISR)

- Responsible for providing guidance, coaching and training to other employees
- Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures

- Must have excellent oral and written communication skills
- Ability to Travel - up to 10%
Qualifications:

- Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- 10+ years of earned value management experience in government contracting
- Experience with program finance controls/program management processes, as applied on developmental engineering and production programs, including but not limited to risk management, financial management, work breakdown structures, change management, cost estimating, configuration management and system surveillance, operations, and procurement.
- Expertise in implementing EVMS – Earned Value Management Systems
- Expertise in implementing tailorable earned value on applicable programs (EV Lite)
- Familiarity with Defense Federal Acquisition Regulations, EIA-748-D, EVMSIG, and NDIA Intent Guides.
- Demonstrated ability to work cross-functionally, across geographically disbursed teams
Preferred Additional Skills:
- Experience with Deltek Tools (Cobra; OPP; PM Compass) a plus but not required
