Job Description:
L3Harris Technologies is looking for a senior level subcontracts manager/supply chain professional to help lead supply chain efforts and critical subcontracts in support of the Microelectronics Division in the Intel and Cyber Business Sector of the Space & Airborne Systems Business Segment.
This role is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, requirements definition phase, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts leverages the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customer. In addition to subcontracts responsibilities this rolls acts as being the main point of contact for the PMO to reach out to in order to coordinate and help drive execution across the supply chain functions.
Essential Functions:
- Responsible for leading supply chain strategy and execution in partnership with Engineering, Program Management, and Operations by ensuring material availability that meets program cost, quality and delivery performance requirements.
- Must have the passion, business acumen, and experience to drive best-in-class supply chain processes and efficiencies. Able to use hands-on, cross-functional approaches to identify pain points and drive improvements
- Work with the assigned functional and program leaders to track and coordinate all program deliverables, highlighting key program risks and putting plans in place to mitigate those risks, providing regular reports/updates on program status, including identification and mitigation of long-term supply chain risks.
- Oversee material cost accounts to ensure programs stay on cost and schedule.
- Manage the flow of critical milestones and project requirements including analysis of supplier capacity and capability. Will ensure supplier ability to supply parts with on-going adjustment of material flow for adequate line fill and inventory optimization.
- Provide technical support for DFx (design for manufacturability, supply chain and cost) including reviewing engineering changes and assessment of materials/supply chain impact.
- Active engagement in process improvements to continually increase efficiency and effectiveness of product development and supply chain processes.
- Manage supplier relationships and supplier performance to achieve program and customer requirements.
- Interacts with suppliers to ensure appropriate support and execution of deliverables as well as participate in managing supplier relationships and performance.
- Develop, drive, and track supply chain management metrics
- Management of existing subcontractor relationships, support of routine customer task order/change proposal activity, implementation plans, data analysis, and compliance reviews of subcontract files, preparation of estimates for bids and proposals, audit support (to include both internal and external audits such as CPSR, AS9100, etc.)
Qualifications:
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Must hold active Top Secret / SCI with the ability to obtain Top Secret / SCI w/Poly
Preferred Additional Skills:
- Relevant professional experience in Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance.
- Experience and knowledge of Subcontracts functional processes.
- Experience with Federal contracting/subcontracting process (FAR/DFAR/AMS)
- Experience in managing various types of complex subcontracts, including hardware, software, and complex services subcontracts.
- Experience in supplier negotiations, subcontractor performance and risk management.
- Demonstrated Experience with senior leadership communications.
