Job Description:

The Government Property Compliance Manager is responsible for planning and directing the government compliance function; provides focus for efforts relating to compliance with government procurement laws and regulations. Includes oversight responsibility for government contract compliance audit and training functions.

 

Essential Functions: 

  • Manage Government Property compliance for multiple large-scale contracts for a classified customer in Space and Airborne Systems.
  • Serves as the subject matter expert (SME) on Government property compliance to the Program Manager, perform duties as Government property functional lead
  • Responsible for the Government property business system for the assigned areas
  • Serve as the main point of contact with the customer Government Property Administrator (GPA) for assigned contracts
  • Leads and directs experienced professionals, lower-level supervisors, or associate managers in all aspects of Government property activities IAW FAR 52.245-1 and applicable contract requirements
  • Responsible for the preparation and submittal of contract required reports as needed, including data for financial reports, physical inventory reports and results, lost equipment, self-assessment results and any additional reports
  • Participate in internal and external audits including quarterly self-assessments
  • Ensure tracking and retention of audit artifacts
  • Evaluate overall the asset management program and effect continuous process improvement initiatives
  • Ensure property guidance and training is available to assigned company personnel on the application of business system processes, interpretation of laws and Federal Acquisition Regulation (FAR) and other government and company compliance requirements
  • Problems span a wide range of difficult and unique issues across the function and/or business area.
  • Ability to lift/move 30 lbs.

 

Qualifications:

  • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Active Secret Clearance.

 

Preferred Additional Skills:

  • Advanced knowledge of contractual requirements related to Government Property Management including FAR Part 45, FAR 52.245-1, DFARS property management clauses
  • Experience with asset management systems and manufacturing
  • Demonstrated experience with Government property in multiple types of Government contracts including manufacturing, operations and maintenance, and depot repair
  • Knowledge of Supply Chain Management, Contracts Management and Finance concepts
  • Excellent communication, technical writing, and presentation skills
  • Certified Property Professional Specialist (CPPS) certification from the National Property Management Association (NPMA) or ability to attain in first 12 months
  • Advanced knowledge of the Microsoft Office Suite
  • Data Analysis skills including experience with Microsoft Excel formulas, charts and pivot tables

 

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $86,000- $159,500. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $98,500- $182,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
