Job Description:

 

L3Harris is seeking a Proposal Manager to support the Space and Mission Systems (SMS) Proposal Center of Excellence and lead proposal management activities for major new business pursuits that drive growth. The Proposal Manager will coordinate and produce compliant, compelling proposal responses (RFI, Sources Sought, RFP, etc.) with a knowledgeable proposal team, while understanding and implementing all necessary proposal procedures and processes. This highly networked role includes guiding employees to perform their best in alignment with L3Harris corporate values and requires the ability to work under pressure and within challenging timelines. The position interfaces directly with leadership teams at all levels and collaborates across internal and external groups including Business Development, Proposal Operations, Contracts, Finance, Program Management, and Engineering.

 

Essential Functions:

 

• Collaborate with capture, business development, and contracts leadership to develop compelling and compliant RFP, RFI, BAA, and other responses
• Lead cross-functional teams of professionals working on-site or remotely in all aspects of proposal development from draft RFP through delivery and receipt by the customer, following L3Harris formal business acquisition and proposal management processes
• Analyze solicitations in conjunction with other customer requirements and communications to determine final document structure
• Prepare detailed proposal plans, schedule outlines, and compliance matrices for assigned pursuits
• Organize and lead daily status meetings and major meeting events such as proposal kickoffs, presentation strategy meetings, color team reviews, and white glove/bench reviews
• Demonstrate decisive leadership in driving presentation strategy action plans to closure
• Lead effective storyboarding activities and development of strategic and proposal win themes and discriminators
• Provide detailed guidance and/or just‑in‑time training to proposal authors, contributors, and subcontractors
• Maintain a flexible schedule, which may include evenings and weekends as required to meet proposal deadlines
• Ability to obtain US Government security clearance

 

Qualifications:

 

• Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience

 

Preferred Additional Skills:

 

• Detailed knowledge of the federal contracting process and demonstrated working knowledge of the Federal Acquisition Regulation (FAR)
• Ability in competitive analysis, customer analysis, win strategy development, proposal and color team leadership, and price‑to‑win analysis
• Familiarity with Microsoft Office products, including Teams and SharePoint
• Availability to travel as necessary
• Security clearance (DoD Secret preferred), or willingness to obtain a clearance
• Certification/training in L3Harris, Shipley, APMP, or other industry‑recognized practices for Proposal Management
• Familiarity with AI proposal automation and management tools
• Ability to create simple graphics using PowerPoint, Visio, or other graphics applications
