Job Description:

 

The Supply Chain Proposal Manager leads the preparation, review, and submission of compliant, competitive material and labor estimates for domestic and international proposals. This role coordinates supplier quotes, pricing reviews, and proposal risk inputs to support accurate and timely responses. Working across Business Development, Program Management, Engineering, and Supply Chain, the position helps ensure proposal compliance, auditability, and alignment with program objectives.

 

Essential Functions:

 

  • Lead the Supply Chain team in preparing, reviewing, and submitting compliant material and labor estimates for domestic and international pursuits in accordance with FAR, DFARS, and customer solicitation requirements.
  • Direct the material proposal process, including supplier RFQ support, quote analysis, quotation updates, and preparation for cost and price reviews.
  • Manage Supply Chain proposal activities to ensure responses are compliant, audit-ready, and aligned with customer instructions, procurement regulations, and internal policies.
  • Develop and maintain proposal-specific Supply Chain risk registers and ensure risks, mitigations, and assumptions are incorporated into the broader Program Risk Register.
  • Utilize knowledge of Material Management, Procurement, Supply Chain Program Management, and Subcontract Management to develop accurate proposal inputs, including labor hour estimates, material pricing, and subcontract support.
  • Participate in proposal kickoff meetings, color team reviews, compliance reviews, pricing reviews, and management reviews to support on-time, compliant proposal submissions.
  • Coordinate with Business Development, Contracts, Program Management, Engineering, Finance, and Supply Chain stakeholders to ensure proposal content supports acquisition strategy and contractual compliance.
  • Assist in the preparation of teaming agreements, subcontract statements of work, and supplier documentation in support of compliant proposal development and subcontract planning.
  • Travel as needed to support high-priority proposal efforts (10-20%)
  • Ability to obtain a US Security Clearance

 

Qualifications:

 

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

 

Preferred Additional Skills:

 

  • Experience managing large, complex proposals within the Aerospace & Defense industry.
  • Proficiency in interpreting and applying FAR, DFARS, and related customer acquisition requirements.
  • Experience supporting proposals and contracts across multiple contract types, including Firm-Fixed-Price (FFP), Fixed-Price Incentive Firm (FPIF), Time-and-Materials (T&M), Labor Hour, and Cost-Plus contract structures, including Fixed-Fee, Incentive-Fee, and Award-Fee arrangements.
  • Experience developing Basis of Estimate (BOE) documentation to support accurate, compliant, and auditable proposal submissions.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and related business tools.
  • Strong verbal and written communication skills, with the ability to collaborate effectively across cross-functional teams.
