Job Description:  

 

The Small Business Program Lead is responsible for leading the segment’s Small Business Program to ensure compliance with federal regulations and alignment with company objectives. This role provides centralized oversight of small business subcontracting requirements, reporting, and audit readiness, while partnering with sector-level liaisons and cross-functional teams to drive consistent execution across the organization. The position operates as a key advisor to Procurement, Compliance, and Program teams on small business strategies and regulatory requirements.

 

 

Essential Functions: 

  • Lead execution of the segment’s Small Business Program, ensuring compliance with FAR/DFARS requirements
  • Develop, manage, and monitor Small Business Subcontracting Plans across programs
  • Oversee and ensure timely, accurate submission of required reports
  • Serve as the primary point of contact for Small Business compliance and audit support
  • Partner with Procurement and Program teams to drive small business utilization strategies
  • Coordinate with sector-level liaisons to ensure consistent application of policies and processes
  • Monitor performance metrics and identify opportunities for process improvement and risk mitigation
  • Provide guidance and training to stakeholders on small business requirements and best practices
  • Support internal and external audits, including data collection, documentation, and corrective actions
  • Build and maintain relationships with small business representatives and advocacy organizations to support program objectives and compliance goals

 

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Support and participate in small business outreach events, industry days, and supplier engagement activities; travel required (Continental US, about 10%).

  • Strong analytical, organizational, and problem-solving skills
  • Demonstrated ability to manage multiple priorities in a compliance-driven environment
  • Familiarity with ERP systems (e.g., PeopleSoft, Control) and reporting tools
  • Experience working in a matrixed or decentralized organization
  • Strong communication skills with ability to influence without direct authority
  • Experience developing or improving processes and compliance frameworks
  • Experience working in a federal contracting environment
  • Working knowledge of FAR/DFARS regulations, particularly related to Small Business Programs
  • Experience with subcontracting plans and regulatory reporting
  • Knowledge of small business classifications and certification requirements (e.g., HUBZone, SDVOSB)
