Job Description:
The Subcontracts Lead oversees the full lifecycle of subcontract management, spanning acquisition strategy development, solicitation, negotiation, award, cost and schedule oversight, subcontractor execution, and closeout. This role operates across a broad and dynamic portfolio supporting diverse customer segments, including U.S. Federal Government, Commercial, International Governments, and both domestic and international Defense customers. L3Harris subcontracts encompass a wide range of technologies, products, and services — from development articles and production to technical and professional services, requiring a strategic and adaptable approach to contracting across a variety of subcontract types, including fixed-price, cost reimbursement, time and material, and labor hour arrangements, to effectively balance and mitigate risk for both L3Harris and its customers.
Day-to-day responsibilities are both broad and detail-oriented, requiring close collaboration across multiple functions. The Subcontracts Lead partners with internal stakeholders to develop acquisition strategies, define sourcing approaches, and craft Statements of Work, before leading the preparation and issuance of solicitations and Requests for Proposal. From there, the role drives source selection and leads negotiations covering price, schedule, technical requirements, and terms and conditions. Once a subcontract is awarded, the Lead is responsible for establishing and maintaining compliant subcontract files, managing supplier cost and schedule performance, and working closely with engineering teams to ensure effective technical oversight of subcontractors. Additional administrative duties include change and risk management, government and customer property accountability, transportation and delivery coordination, and the processing of invoices, acceptance of deliverables, and payment administration.
Beyond day-to-day execution, the Subcontracts Lead plays a meaningful role in shaping the company's future business by supporting new pursuits and proposals. This includes initiating the subcontract process early in the business development cycle, negotiating non-disclosure and teaming agreements, and conducting thorough due diligence on prospective suppliers — evaluating supplier risk, financial stability, technical capability, and quality management systems. The role also supports government, customer, and internal audits as required. Candidates must bring prior semiconductor industry experience to be considered for this position.
Essential Functions:
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
- Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
- Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
- Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
- Expert at problem solving by leveraging experience and through analysis of data.
- Expert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
- Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations.
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership.
- Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts.
- Experience with Intellectual Property (IP) and Patent requirements.
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance.
- Ability to travel domestically and internationally if needed.
- Ability to obtain and maintain security clearance.
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Preferred Additional Skills:
- Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
- 7 years of experience using MRP systems software.
- 5 years’ experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)
- Demonstrate a strong attention to detail and a high degree of accuracy.
- Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable
- Experience with Earned Value Management (EVMS) as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
- Lean Six Sigma experience
