Job Description:
The Lead, Subcontracts will be responsible for supporting and leading projects, strategic initiatives, and continuous improvement events for a $7B segment comprised of 30 manufacturing facilities. This role will be relied on to lead special projects across several sites and will help support and lead project creation, subcontract management, and project closure for the subcontracts workstream and segment initiatives related to cost savings, operational and supply chain planning and other process improvement activities. This role will be expected to work on-site to lead projects independently and in collaboration with other functions/departments, to include managing across a matrixed workforce and potentially working with other segments to ensure alignment. Primary functions for this role will include (but not limited to) perform and execute cost/price analysis, evaluating supplier scope, identifying performance and schedule risks, terms and conditions gap analysis, milestone payment schedules, broad experience working with subcontractor proposals and negotiations, and commerciality determinations in support of assigned organizations.
Roles and Responsibilities
- Experience with all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, contract execution, etc.
- Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs
- Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee), OTAs and intercompany orders
- Extensive experience in performing supplier cost/price analysis and commerciality determinations. Specifically, determining proper evidence to support or challenge commerciality claims and assertions, validating price reasonableness, performing market research, catalog pricing & invoice history fact finding, executing comparables/trend analysis and historical pricing
- Subject Matter Expert working with all aspects of Subcontract Terms and Conditions (T&Cs) including supplier proposed T&C exceptions/redlines, major revisions, prioritization and inclusion of critical terms, and working with legal and subcontract managers in developing sound and executable T&Cs for the business
- Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience
- Experience in managing various types of mid- to large-sized subcontracts, including hardware, software, development, complex services subcontracts, and follow-on/production subcontracts
- Demonstrated, successful experience in initiating, developing and leveraging cost/price analysis in negotiations
- Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements
- Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost/risk reduction
- Strong verbal, written and presentation skills, with a high attention to detail
Required Qualifications
- Bachelor’s Degree in Supply Chain, Contracts, Business, IT, Operations Management or related and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Experience as a Subcontract Manager (SCM) or Procurement Contracting Officer (PCO) in a DoD environment
- 6 years’ experience negotiating cost elements, price, schedule and terms & conditions
- 6 years’ experience with various DoD Program lifecycles (development, production, post-production)
- Demonstrated project leadership experience in supply chain, program management or related areas
- Full proficiency in Microsoft Office Suite (PowerPoint, Excel, Word)
- Must be a US Citizen
- Ability to obtain a Secret level Security Clearance
