L3Harris has an immediate opening for a Lead Subcontract Project Engineer for full lifecycle Project Engineering support for a novel semiconductor development program including hardware, test, and operations. The Lead Subcontracts PE will be managing the execution several subcontractors’ development to ensure accurate and timely completion of tasks to meet customer requirements within allocated cost and schedule commitments in a growing business area.

Essential Functions: 

  • Develops, oversees and coordinates the cost/schedule/technical aspects of ongoing engineering projects with subcontractors within the program guidelines set by the Program Manager and customer.
  • Reviews status of subcontractor engineering projects and budgets, manages schedules, and prepares status reports.
  • Assesses engineering issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
  • Identifies, tracks, mitigates, and dispositions program-level risks.
  • Estimate resource and material needs for the project/product.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • Provides the coordination between technical and supply chain teams to ensure all necessary material and subcontracts are received when needed.
  • Participate in medium to large size teams and perform a wide variety of tasks.
  • Develop and maintain long term positive relationship with subcontractors

 

Qualifications:  

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Experience with Earned Value Management (EVMS).
  • Experience with best practices for project engineering and program execution and managing multi-discipline programs across multiple locations.
  • Ability to achieve and hold an Active TS/SCI with Poly security clearance.

 

Preferred Additional Skills:

  • Experience with semiconductor technology
  • Knowledge of photolithography, PVD, PECVD, AFM, CSAM, confocal microscopy, and liftoff as well as wafer level layout
  • Experience managing projects with budgets of $40M+
  • Experience with Technical Supplier Management, Risk and Opportunity Management.
  • STEM Degree preferred.
  • Active Secret or TS/SCI security clearance preferred
  • Experience leading Government Contract development programs
  • Experience or knowledge of Government contract acquisition lifecycle
  • Experience with management of design to cost activities
  • Experience with program pursuit and proposal activities
  • Experience in Root Cause Corrective Action process and techniques
