Job Description:

 

The Program Management Excellence (PMX) team within the Space and Airborne Systems (SAS) business segment is looking for an experienced Proposal and Program Manager well-versed in People, Process, and Tools best practices within the Aerospace and Defense Industry to serve as the Director of PMX Proposal and Program Support. The ideal candidate will play a pivotal role in aligning PMX resources with supporting segment and corporate priority proposals, Tier 1 program execution, and adherence to SAS and corporate policy and process standards. The successful candidate will also work effectively with the other members of the PMX staff, functional partners, and the corporate office on priority initiatives and special projects.

 

Essential Functions:

 

Proposal Support Responsibilities:
• Product-based Work Breakdown Structure (WBS) development
• Scope decomposition and traceability
• Basis of Estimate (BOE) development
• Proposal volume development
• Risk & opportunity assessment
• Color team, pricing, and non-advocate reviews
• Training delivery

 

Program Support Responsibilities:
• Cost, schedule, and technical baseline activities
• Program Baseline Reviews (PBRs)
• Integrated Baseline Reviews (IBRs)
• Estimate at Complete (EAC) analysis
• Ownership of SAS Earned Value System Description (SD)
• Earned Value processes and monthly business cadence
• Training delivery

 

Segment and Corporate Support Responsibilities:
• Earned Value Management System (EVMS) audits
• Corporate policy audits
• Priority initiatives and special projects

 

Qualifications:

 

• Bachelor’s Degree with a minimum of 15 years of prior related experience; Or, Graduate Degree with a minimum of 13 years of prior related experience; Or, in lieu of a degree, a minimum of 19 years of prior related experience
• Ability to obtain US Government security clearance

 

Preferred Additional Skills:

 

• Prior proposal management, program management, and EVMS experience
• Ability to present to executives/management on important topics
• Ability to work independently, identify problems, and propose solutions
• Ability to work cross-functionally, across geographically disbursed teams
• Ability to obtain Department of Defense (DoD) Top Secret Security Clearance
• Department of Defense (DoD) Top Secret Clearance
• Prior experience providing instructional training to program team(s)
• Knowledge of the Business Acquisition Process (BAP)
• Ability to travel up to 25%

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $180,500-$335,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $157,000-$291,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
