Job Description:

 

The Aerojet Rocketdyne Segment of L3Harris is seeking a highly motivated and driven Business Development Program Manager to support the Coleman Aerospace Orlando, FL site.  Coleman Aerospace is a prime tactical and strategic missile target system provider supporting ballistic missile defense testing. High-Fidelity Air-Launched one, two, and three stage ballistic missile targets are their primary product line. This role will focus on emerging programs related to business growth opportunities that leverage the capabilities and skill sets of the Coleman Aerospace division combined with broader L3Harris complimentary capabilities. These include advanced missile targets, counter unmanned aerial system interceptors, cargo air-launched missile systems, undersea propulsion technology, advanced materials and manufacturing technologies and other growth opportunities. Assist in leading all phases of programs from customer engagement/capture, proposal development, contract negotiation, award and initial execution of a development contract.  Manage the bid and proposal (B&P) and internal research and development (IRAD) portfolio. Ensure IRAD is aligned to the strategic growth plan and manage technology maturation and program metrics. Ensure leadership of all development program proposals, with cross functional support. Acts as customer contact for development program contracts to include program reviews, progress reporting, and alignment with customer needs. 

 

Essential Functions:

 

  • Establish a strategic plan, aligned with company capabilities and growth objectives.

  • Establish and manage internal research and development (IRAD) projects aligned with the strategic plan to ensure technology maturation progression and program metrics for efficient progress.

  • Lead development program proposal efforts with a cross-functional support team to ensure on-time submittal to customer aligned with L3Harris corporate proposal policies.

  • Manages and directs development programs, which includes defining and understanding program scope, managing overall schedules and budget in accordance with applicable contractual and corporate policies.

  • Assures, through the assigned program team, that contract performance responsibility is properly delegated to performing organizations and outside suppliers.

  • Develop and implement plans for follow-on production programs including proposal development, submittal, negotiation, and definitization. 

  • Participates in the forecast of awards/margins and sales/profit for assigned programs as part of the Aerojet Rocketdyne business planning cycle.

  • Provides guidance and assistance to project team in meeting established schedules or to resolve complex technical or operations problems.

  • Responsible for effectively utilizing functional organizations to integrate research and development, production, quality assurance, test, production support, procurement, contractual and financial data.

  • Acts as primary interface for communications with the customer and is accountable for the successful accomplishment of all contractual requirements.

  • Up to 20% business travel to other L3Harris and customer sites. 

  • Ability to obtain US Secret Security Clearance. 

 

Qualifications:

 

  • Bachelor’s Degree with a minimum of 6 years of relevant program management or business development experience, Graduate Degree with a minimum of 4 years of related program management or business development experience, or 10 years of prior related program management or business development experience in lieu of a degree.

 

Preferred Additional Skills:

 

  • Aerospace or defense development experience.

  • Direct experience of rocket programs.

  • PMP certification or Project Management certificate.

  • Master’s degree in an appropriate discipline.

  • Experience with program planning, earned value management, supply chain, risk management, quality control, production control, and product costing tools.

  • Demonstrated managerial level of leadership.

  • Extensive knowledge of financial management, business development and proposal management practices.

  • Experience with DoD contract execution.

  • Proficient in the use of all the basic MS Office tools and therefore be proficient in computer operating systems, MS Outlook, MS Excel (entering formulas, graphing, developing spreadsheets), MS PowerPoint (presentations, storyboard development, logic diagrams), and MS Word (tables, program plans).
