Job Description:
The successful candidate will be a proven effective leader with substantial safety and environmental regulatory compliance experience. The candidate is expected to lead a team of EH&S professionals and is responsible to design, develop, implement and oversee the site's environmental, health and safety programs and processes to safeguard employees and the surrounding communities and to ensure all activities are operated in compliance with all regulatory and company requirements. This position is responsible for supporting managers and individual contributors by directing EH&S processes. The candidate provides short and long-range tactical and strategic planning for EH&S processes and implement approved plans; provides technical leadership and functional guidance to the Missile Solutions Sector and Orange site; ensures that quality control procedures are executed to monitor all aspects of regulations; establishes and maintains regulatory compliance calendars; coordinates audit programs within the organization to identify and control significant loss producing exposure; keeps informed on all existing and proposed changes in environmental regulations; executes EH&S leading indicator metrics; and, promotes communication programs to enhance and encourage a strong EH&S culture based on the foundation of employee involvement. Position reports directly to the Aerojet Rocketdyne Segment Director of EH&S and in a matrix capacity to the Orange Operations Site Director
Essential Functions:
- Define, create, implement and measure an annual plan based on continuous improvement
- Develop innovative solutions for difficult and complex EH&S problems
- Provide effective direction, leadership and team building
- Manage employees, contractors and consultants and complete associated administrative tasks, including the ability to select, appraise, motivate, and develop direct reports
- Provide technical and administrative guidance for activities in defined scope of responsibilities
- Communicate effectively with all levels of management and individual contributors
- Communicate highly technical concepts clearly and concisely both orally and in writing
- Develop and administer a department budget and work with direct report staff and/or managers/supervisors in program budget development and administration
- Establish, monitor, and control projects/ budgets and schedules to meet goals and objectives
- Perform staff evaluations and oversee and direct staff development and employee training
- Review and interpret impact of legislative changes
- Manage the development and presentation of studies and reports
- Establish and maintain collaborative working relationships with all levels within the organization, other agencies, government officials and the public
- Maintaining the privilege on matters being addressed with Legal
- Foster ethical conduct, practices and personal integrity throughout the Company to ensure the ability to attract and retain employees
Qualifications:
- A Bachelor's Degree and a minimum of 12 years of prior relevant Environmental, Health & Safety experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
Preferred Additional Skills:
- Certified Safety Professional, Certified Industrial Hygienist, and/or Certified Hazardous Material Manager
- Experience/knowledge/training in OSHA General Industry and Construction Regulations, Process Safety Management, Process Hazard Analysis, Explosives Safety regulations (e.g., DoD 4145.26M), and OSHA VPP program.
- Experience/knowledge of Environmental regulations (i.e., air, water/stormwater, waste, remediation, SPCC, EPCRA/SARA) including permitting and compliance
- Ability to effectively lead in a team environment.
- Advanced degree in an appropriate EH&S discipline.
- 24- or 40-hour OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) training
- Hazmat/spill response training, experience, and knowledge
