Job Description:

L3Harris Technologies, Inc. is seeking a Senior Program Manager in Norfolk VA. The Program Manager will lead and direct experienced project managers and supervisors. This role will provide leadership for critical programs, including high-impact field service engineer support to the company’s most influential U.S. Navy customer, with responsibility for operational responsiveness, technical issue resolution, customer communications, resource prioritization, and execution in support of fleet readiness and mission success.

Essential Functions:

·         Directs all phases of production programs, from inception through completion

·         Manages the implementation of functional strategies and recommends operational plans that directly impact short- to mid-term functional or business area results.

·         Serves as a senior customer interface for program and field support activities, building trusted relationships with Navy and government stakeholders and leading discussions related to cost, schedule, technical performance, operational support, and issue resolution.

  • Manages concurrency dependencies between active hardware and software development and qualification activities that overlap with manufacturing production.
  • Leads critical programs that include high-visibility, customer-facing field service engineering support for strategic U.S. Navy customers, ensuring rapid issue resolution, fleet responsiveness, technical excellence, and strong customer satisfaction in mission-critical operational environments.
  • Demonstrates deep technical product understanding, including software, mechanical, and electrical performance considerations; serves as a technical decision maker for internal project teams and an influencer of customer technical stakeholders.
  • Drives program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs.
  • Responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs.
  • Coordinates the preparation of proposals, business plans, Statements of Work (SOW), specifications, operating budgets, and financial terms and conditions.
  • Serves as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance.
  • Establishes design concepts, criteria, and engineering efforts for product research, development, integration, and test.
  • Establishes milestones and monitors adherence to master plans and schedules; identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications.
  • Directs the work of employees assigned to the program from technical, manufacturing, field service, and administrative areas.

 

Qualifications:

·         Management and leadership experience in sustainment / Integrated Logistics Support.

·         Broad management and cross-functional leadership knowledge and mastery level knowledge within a specific technical area or broad expertise across multiple related job areas.

·         Knowledge of Earned Value Management systems (EVMS)

Ability to consider and negotiate complex changes across multiple contracts to ensure favorable net benefit for the company.

·         Bachelor’s Degree and a minimum of 12 years of prior relevant experience; Graduate Degree and a minimum of 10 years of prior related experience.

·         PMP Cert or ability to obtain within 1 year.

·         Ability to obtain US Secret Clearance

Ability to travel 20% of the time.

 

Preferred Additional Skills:

·         Experience managing P&L for $100M to $300M major defense production and development programs or portfolio

·         Project/Program management performance with DoD or USN customer

·         Costpoint – Prior Experience

·         COGNOS – Proficiency

·         MS Office (Word, Excel, PowerPoint, Outlook) – Proficiency

·         Demonstrated aptitude in the following areas

o   Program Cost management, EVMS experience preferred

o   General knowledge of FAR/DFAR requirements

o   Government DPAS rated contracts

o   Project management, production projects

o   Program Scheduling

 

The salary range for this role in Virginia (outside of Greater D.C. area) is $133,000-247,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
