Job Description:
L3Harris is seeking a Lead Program Manager to support Tactical Communications sector programs in Taiwan and the broader Asia Pacific region. The selected candidate will be responsible for managing the cost, revenue, cash flow, schedule, and technical requirements of medium-to-large, complex programs.
This position will manage all phases of program execution through period-of-performance completion, ensuring that resources such as engineering, finance, subcontracts, and material line items are aligned to support L3Harris internal and external delivery objectives. The role will help define program deliverables, guide internal and external teams, support the Sales team in securing new orders, shaping requirements, and expediting orders, and work directly with customers to determine scope, technical expectations, execution requirements, and potential new business opportunities.
Essential Functions
- Apply program management methodologies and techniques, including performance evaluation and change management principles.
- Manage programs and projects involving the development and/or system integration of military communications and information systems.
- Lead the preparation, planning, and estimation of proposals in coordination with internal functional teams and external suppliers.
- Communicate matters of strategic importance within and outside the CS Segment and TCOM International Business Unit to influence senior leadership on new approaches, practices, and concepts.
- Direct execution of functional strategies and recommend operational plans that impact short- to mid-term business results for the CS Segment and TCOM Sector.
- Provide advanced cross-functional leadership and apply deep knowledge in one or more technical disciplines.
- Operate effectively in a fast-paced, dynamic environment and maintain flexibility to support customer needs across time zones, including occasional short-notice support outside normal business hours.
Qualifications
- Fluency in Mandarin.
- Bachelor’s degree and a minimum of 8 years of prior relevant Program and/or Project Management experience; or
- Graduate degree and a minimum of 6 years of prior Program Management experience; or
- In lieu of a degree, a minimum of 16 years of prior related Program Management experience.
- Familiarity with C4I Battle Management Systems (BMS), combat radio network programs, tactical operations centers, combat vehicle systems, airborne platforms, and/or maritime systems integration.
- Experience applying advanced technical and business principles, theories, concepts, and practices to solve a variety of technical and business challenges.
- Previous experience managing medium- to large-scale, complex military communications systems programs, including development and system integration efforts valued at more than $20M.
- Experience with procurement of defense communications and information systems.
- Experience working with geographically dispersed and multinational teams.
- International business experience and ability to work effectively across cultures and organizations.
Preferred Additional Skills
- Strong leadership, interpersonal, and communication skills.
- PMI certification and Earned Value Management experience.
- Technical background preferred.
- Knowledge of L3Harris tactical communications products.
- Knowledge of ITAR and international export compliance regulations.
- Experience with the Taiwan Ministry of Economic Affairs (MOEA) Industrial Cooperation Program Office (ICPO) and defense and public procurement offsets
- Understanding of international shipping terms (Incoterms) and export control requirements.
