Job Description
Procurement professional with strong knowledge of supply chain and procurement, along with broad experience in project management. This role manages complex procurements, projects, and processes that may fall within or outside the immediate job area. It is typically responsible for managing multiple Government procurements in support of various Government programs. The role explains, interprets, communicates, and gains cooperation on policies, procedures, and practices with internal and external customers. It also typically provides guidance and assistance to other employees.
This position requires adherence to established procedures and policies while applying supply chain/procurement principles, theories, and concepts learned through prior experience and issue analysis. Work is performed with general oversight.
Essential Functions
• Subcontract Strategy Formulation: Develop and execute subcontract strategies that align with program and organizational objectives while effectively managing risks and ensuring compliance with procurement policies.
• Contract Negotiation and Management: Lead negotiations to establish subcontract agreements with favorable terms and conditions. Manage contracts throughout their lifecycle, ensuring all parties adhere to agreed terms.
• Performance Oversight and Evaluation: Monitor and evaluate subcontractor performance using defined metrics. Conduct regular reviews and audits to ensure subcontractors meet delivery schedules, quality standards, and cost requirements.
• Collaboration and Communication: Collaborate with cross‑functional teams, including engineering, finance, and program management, to ensure subcontract requirements are clearly understood and support program needs.
• Risk Identification and Mitigation: Identify potential risks associated with subcontracting activities. Develop and implement risk mitigation strategies to minimize impact on project delivery and costs.
Qualifications
Bachelor’s degree and a minimum of 6 years of prior relevant experience; OR a graduate degree and a minimum of 4 years of prior related experience; OR, in lieu of a degree, a minimum of 10 years of prior related experience.
Ability to travel 25%
Preferred Additional Skills
• Knowledge of supply chain management, lean manufacturing, assembly, and ATP processes.
• Excellent communication skills, self‑motivation, strong leadership capabilities, and the ability to interpret program management, engineering, and supplier requirements in a continuously changing environment with minimal guidance.
• Proficiency with typical office software used in program management, including MS PowerPoint (presentations, logic diagrams), MS Project (basic scheduling), MS Excel (formulas, graphs, spreadsheets), and MS Word (tables, program plans).
• Experience supporting supplier contracts above the TINA threshold ($2M) with minimal guidance.
