Job Description:
The Program Management Excellence (PMX) team within the Maritime Sector is looking to fill a PMX role. The successful candidate should be an experienced Program Manager or Proposal Manager who is well-versed in People, Process, and Tools best practices within the Aerospace & Defense industry. The candidate will work effectively with the other members of the Maritime PMX staff, functional partners and the sector program teams.
Essential Functions:
- Serve as the primary program management excellence leader for high-visibility, high-risk "Red Programs," driving recovery, turnaround, and performance improvement initiatives
- Partner with program managers and cross-functional teams to assess root causes of program challenges and develop actionable recovery plans
- Establish and drive Independent Review processes for struggling programs and expand across entire Sector to drive consistency in management rigor
- Mentor and coach program teams in risk management, schedule recovery, cost control, and stakeholder engagement
- Establish and monitor key performance indicators (KPIs) to track program health and effectiveness of recovery actions
- Facilitate lessons learned and continuous improvement activities to prevent recurrence of program issues across the organization
- Drive a culture of accountability, transparency, and excellence in program execution, especially in underperforming or at-risk programs
- Partner with the broader PMX organization on the implementation of program management best practices, tools, and processes
- Ability to travel ~25-50%
Qualifications:
- Bachelor's degree with a minimum of 15 years of relevant experience
- or post-graduate degree and 13 years of experience
- or in lieu of a degree, minimum of 19 years of prior related experience.
- Ability to obtain a Department of Defense (DoD) Secret Security Clearance which requires US citizenship
- 10+ years of prior program management, proposal management, program planning, and EVMS experience
- Experience working DoD projects in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment
Preferred Additional Skills:
- Demonstrated ability to present to executives/management on important topics
- Demonstrated ability to work independently, identify problems and propose solutions
- Demonstrated ability to work cross-functionally, across geographically disbursed teams
- Active Department of Defense (DoD) Secret Security Clearance
- Prior experience managing Profit & Loss (P&L)
- Prior experience managing direct reports
- Prior experience providing instructional training to program team(s)
- Knowledge of the Business Acquisition Process (BAP)
In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $160K-$297K. For California, New Jersey, Massachusetts, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $184-$381K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
