Job Description:

 

The Procurement Manager, reporting to the Sr. Manager, Supply Chain, will be responsible for research and benchmark current market conditions/trends, developing technologies, supply chain capacity/capability, product knowledge, customer requirements and supply/demand challenges for each commodity. Contribution to the company’s success will lead to the effort to develop a suite of Standard Work across an optimized Procurement process map and managing a team of buyers/material managers to optimize key performance metrics including requisition to purchase order (PO) cycle time, PO lines meeting manufacturing need dates, pay terms, small business plan goals, and yellow/red suppliers. This role will also collaborate with Engineering, Manufacturing, Supplier Quality, Program Managers, and Material Program Managers in securing the best solutions for new or existing programs.

Essential Functions:

  • Develop and implement a suite of Standard Work across the Procurement/Materials Management functional process map
  • Understanding of material planning, inventory management, and logistics in a matrixed business organization.  Provide strategic and tactical guidance to meet business goals and objectives. 
  • Provides advanced expertise in support of all aspects of the Supply Chain Strategy, Material Planning, Sourcing, MRP execution and Supplier Performance Mgmt. of highly complex and technical products & services.
  • Tasks will include execution of supply chain and business strategies, leading, developing, training, mentoring, and performance management of 9 direct reports, data analysis, development and training of methods and processes, preparation and review of material and labor estimates for bids and proposals; and utilization of Lean Six Sigma tools and processes to drive operational effectiveness. 
  • Supports preparation and review/approval of labor estimates for Material Management and Procurement requirements (including labor) for bid and proposal efforts in accordance with customer RFP, Statement-of-Work, and other contractual/business requirements.
  • Develop and implement, in conjunction with the Category Management team, spend management strategies including:
    • Supplier assessments and rationalization, negotiation for best total cost of ownership, make vs. buy analyses, vendor managed inventories, and inventory reduction programs, cycle time improvements, security of supply, and supplier diversity, continuous improvement, commodity roadmaps, and procurement/stakeholder collaboration
  • Develop and implement plans to counter vulnerabilities in terms of Chinese material content in direct material purchases
  • Drive improvements in our poor performing yellow and red supplier spend
  • Lead negotiation and completion of agreements with strategic and preferred suppliers to optimize business results
  • Establish a strong network and foster collaboration with internal customers, suppliers, key stakeholders, and team members
  • Implement a rigorous and disciplined process for managing the supply base including:
    • leading periodic business reviews,monitoring, and managing supplier performance (quality, cost, delivery, technology, service, and leadership), managing supplier relationships, performing root cause analysis and resolution, and developing and monitoring supplier improvement plans
  • Establish, implement, report, and socialize on Specific, Measurable, Achievable, Relevant, and Time-bound goals and objectives and related performance
  • Some Travel may be required.

Qualifications:

  • Bachelor's Degree with 9 years prior experience, Graduate Degree with 7 years prior experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Minimum 5 years of experience of demonstrated experience in:
    • Leading a team of people and collaborating internally and externally
    • Managing a suite of direct material commodities
    • Negotiating pricing and delivery improvements
    • MRP systems and processes
    • DoD procurement requirements and practices, including FAR & DFAR procurement requirements
    • Materials Management
  • Minimum 5 years experience of understanding contractual terms and conditions and risk mitigation

Preferred Additional Skills:

  • MBA or Graduate degree in Supply Chain
  • Ability to lead with effective management skills to direct and manage employees to achieve program, project, department and business goals and outcomes while maintaining high levels of employee engagement
  • Strong understanding of Procurement, Manufacturing Operations, and Material Logistics
  • Cost analysis experience
  • Proficiency in Microsoft Outlook, Excel, Word, Project, and PowerPoint
