Job Description:
L3Harris is looking for a Project Engineer who will support our ~$1B/year Mission Networks sector. The Project Engineer will support the FAA Telecommunications Infrastructure (FTI) program managing the programmatic aspects of project activities to ensure schedule and cost targets are met. The PE’s duties are broad in nature and may encompass multiple phases of a project’s lifecycle to include Pursuit, Development, Production or Post-Delivery Support. While possessing technical expertise and experience, the individual will coordinate and lead the deployment activities. The PE plans, schedules and directs the engineering support of the program, and keeps the team on plan through proactive engagement, constant and robust communication/collaboration and focused risk management. The PE leads the engineering team to success, providing quality, error free technical deliverables, to include subcontractor deliverables, to the PM and formal L3Harris customer on cost and schedule. The PE maintains open and clear communication with the PM, engineering function and assigned team members, suppliers and customer.
Essential Functions:
- Responsible for full lifecycle Project Engineering support for deployment and integration efforts.
- Responsible for successfully leading a project team to meet customer requirements within allocated cost and schedule commitments.
- Works under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization.
- Communicates within and outside of the organization to influence leadership to accept new practices, approaches, and concepts.
- Develops or champions new systems, concepts, or technologies.
- Recommends tactics and strategies that directly impact the achievement of overall business or functional results.
- Manages the implementation of cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.
- Reviews status of engineering projects and budgets, manages schedules, and prepares status reports.
- Assesses engineering issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
- Identifies, tracks, mitigates, manages, and dispositions program-level risks.
- Estimate resource and material needs for the project/product.
- Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
- Must be able to obtain an FAA Public Trust
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
- Experience with best practices for project engineering and program execution
- Experience in managing multi-discipline programs across multiple locations
- Experience working projects with budgets of $50M+
- Experience with Technical Supplier Management, Risk and Opportunity Management
- Experience leading Government Contract development programs
- Experience with program pursuit and proposal activities.
Preferred Additional Skills:
- Knowledge of Systems and Network Engineering
- Experience with Earned Value Management
- Interest in implementing solutions as a managed service
